Summary of the contracting process

London Fire Commissioner is preparing a future services procurement for specialist urban firefighting training facilities and associated support for the London Fire Brigade’s Modern Firefighting Strategy Phase 2. The requirement is intended to support advanced operational firefighting training for London-based firefighters and officers. Potential scope includes live-fire and carbonaceous fire behaviour environments, advanced fire behaviour and tactical firefighting facilities, basement and tactical ventilation training, fire compartments with smoke and gas venting, and temperature and environmental monitoring. Supporting services may include residential accommodation, catering, welfare, structural firefighting personal protective equipment, PPE laundering and maintenance, equipment storage and breathing apparatus support. The work is expected to be delivered through facilities and operational support serving London Fire Brigade training needs.

This procurement is at the planning stage and is currently a preliminary market engagement exercise, not an invitation to tender or a call for competition. The buyer expects the future programme to start on 1 April 2027 and run to 31 March 2030: one year initially, with two optional extension years subject to funding. The buyer expects to publish a subsequent notice by 2 November 2026. Market engagement responses are requested by 5 October 2026, covering capability, capacity, mobilisation, commercial and contractual models, pricing structures, resilience, sustainability, social value, innovation and competition. There is one planned lot, considered suitable for SMEs and voluntary, community or social enterprises. The buyer is exploring future delivery and procurement approaches rather than confirming a final procedure.

The engagement will suit organisations operating specialist live-fire training sites, urban fire behaviour facilities or related emergency-services training environments, including providers able to offer only part of the required service. Strong candidates are likely to combine safe, realistic training infrastructure with reliable facilities management and operational support. Relevant capabilities include carbonaceous and advanced fire behaviour simulation, basement and tactical ventilation training, smoke and gas management, environmental monitoring, accommodation, catering, welfare, PPE supply and maintenance, equipment storage and breathing apparatus support. Suppliers with experience mobilising complex, resilient training operations should be well placed to contribute. The buyer is particularly seeking practical views on alternative delivery models, cost drivers, innovation, emerging technologies, sustainability, social value and the factors that could affect competition or market participation.

Notice Description

The London Fire Commissioner is undertaking a Preliminary Market Engagement (PME) exercise to inform the development of a future procurement strategy for the provision of specialist urban firefighting training facilities and associated support services. The purpose of this engagement is to better understand current market capability, capacity, commercial models and potential delivery approaches capable of supporting London Fire Brigade's Modern Firefighting Strategy Phase 2 programme. The Brigade anticipates delivering advanced operational firefighting training to approximately 4,800 operational firefighters and 200 officer observations over a three-year ( one year with option to extend by a further two years subject to funding) programme commencing in Q1 2027. We are particularly interested in engaging with organisations capable of providing some or all of the following: - Specialist live fire training facilities. - Carbonaceous fire behaviour training environments. - Advanced fire behaviour and tactical firefighting facilities. - Basement fire training facilities. - Tactical ventilation training facilities. - Fire compartments capable of venting gases and smoke to atmosphere. - Temperature monitoring and environmental monitoring systems. - Residential accommodation. - Catering and welfare facilities. - Structural firefighting PPE and associated laundering and maintenance services. - Operational support infrastructure, including equipment storage and breathing apparatus support services. LFB's current preference is to explore a model whereby London Fire Brigade instructors design and deliver the training, whilst the supplier provides facilities, accommodation, catering, welfare, PPE and logistical support services. However, suppliers are invited to provide feedback on alternative delivery models that may improve value for money, resilience, innovation or operational effectiveness. As part of this engagement, suppliers are invited to provide feedback on: - Market capability and capacity. - Mobilisation requirements. - Commercial and contractual models. - Pricing structures and key cost drivers. - Capacity and resilience risks. - Sustainability and social value opportunities. - Innovation and emerging technologies. - Any aspects of the proposed requirement that may impact competition or market participation. This engagement is not a Call for Competition and does not form part of any formal procurement process. Information gathered will be used solely to inform the future procurement strategy, commercial approach and specification development. Participation in this exercise will not provide any supplier with an advantage in any future procurement process.
