Bollard Maintenance Contract
Notice Description
Liverpool City Council is undertaking a market engagement exercise to inform the future procurement of a contract for the maintenance, repair, inspection and support of its Hydraulic Bollard infrastructure. The Council currently operates a network of 26 hydraulic bollard systems and 3 manual bollard systems at key locations across the city to protect pedestrians, manage vehicular access and support the safe operation of the highway network. These assets are critical to maintaining public safety and ensuring the continued resilience of city centre transport and event management arrangements.
Planning Information
The purpose of this engagement is to gain a better understanding of the current marketplace, supplier capabilities, available technologies and best practice approaches for the management and maintenance of hydraulic bollard systems. The Council is particularly interested in understanding the market's ability to support both existing infrastructure and future asset requirements, including fault management, remote monitoring, planned preventative maintenance, reactive repairs, electrical inspections and performance reporting. Information gathered through this engagement will assist the Council in developing an informed procurement strategy, defining service requirements, establishing appropriate performance standards and determining the optimum contract duration for future service delivery. This exercise does not form part of any formal procurement process and does not constitute an invitation to tender. Participation is voluntary, and responses will be used solely to support the Council's market analysis and contract planning activities. Liverpool City Council welcomes responses from organisations with relevant experience in the maintenance, operation and lifecycle management of hydraulic HVM bollard systems and looks forward to engaging with suppliers to better understand the opportunities and challenges within this specialist market. Suppliers are requested to: • Review the information in the market engagement document to assess whether they could meet the potential requirements of Liverpool City Council. • Submit a response to the RFI by completing the questionnaire and submitting via the ProContract online portal by the deadline time and date which is 12 noon on 01/10/2026. If you have any questions in the interim, please send them via the messaging function on the ProContract portal. If the questions and response are deemed relevant, they may be shared with other suppliers responding to this RFI (anything deemed commercially sensitive will not be shared). Suppliers interested in participating in this request for information can find the questionnaire and the submission portal on ProContract using the reference DN828207.
