North Yorkshire Council is exploring an education case management system and related support, maintenance and implementation services. The discovery work is intended to define the scope and feasibility of the requirement, and to understand the range of solutions available. The core requirement is education-focused software, classified as software packages and industry-specific software systems, with associated services. The system and services would support the Council’s education functions in North Yorkshire. Suppliers able to provide an education case management platform, configure and implement it, and provide ongoing technical support and maintenance will be relevant. The Council is considering the full range of potential solutions before deciding the scope and approach of any subsequent procurement.

This procurement is at the planning stage and is currently a market-discovery exercise, not an invitation to tender. North Yorkshire Council expects to use one-to-one discovery sessions and requests for information to shape its requirements, procurement procedure, participation conditions and evaluation criteria. The Council’s indicative date for a future notice is 5 April 2027. It expects the resulting contract to run from 1 July 2027 to 30 June 2032, with renewal possible until 30 June 2034. The estimated gross value is £925,000 including VAT. There is one planned lot, and the requirement is above the relevant threshold. Suppliers were invited to attend discovery sessions and complete or update market information by 28 September 2026.

The engagement will suit software suppliers with an education case management product and the ability to understand public-sector requirements before a formal competition. Relevant capability includes explaining the platform’s functional scope, demonstrating how it could support education services, and providing implementation, configuration, support and maintenance arrangements. Suppliers with experience of shaping digital requirements through discovery sessions or requests for information will be well placed to contribute. Small and medium-sized enterprises are identified as suitable for the planned lot, so the process may suit specialist providers as well as larger system integrators. The Council is specifically seeking evidence about available solutions, feasibility and the supplier market to inform its future tender.

North Yorkshire Council is seeking to invite suppliers to undertake discovery to help determine the scope and feasibility of its requirement, to understand the range of potential solutions available in the market, and to inform any potential future procurement exercise for an education case management system, including support, maintenance and implementation services. The Authority intends to gather this information through one-to-one discovery sessions with individual suppliers and/or further market engagement including a request for information.

The Authority is inviting suppliers to attend 1:1 discovery session as well as complete or update a request for information. The Authority reserves the right to undertake further engagement with suppliers following the meet the buyer event in the form of an additional request for information, additional discovery session or other form of engagement. This would be for the continued purpose of: 1) developing the authority’s requirements and approach to the procurement; 2) designing a procedure, conditions of participation or award criteria; 3) preparing the tender notice and associated tender documents; 4) identifying suppliers that may be able to supply the goods, services or works required.
