Summary of the contracting process

Bron Afon Community Housing, working with Barcud Shared Services, is exploring a subcontractor framework for construction and property works across its housing stock and assets in South Wales. The scope is intended to provide extra resource and capacity for the housing provider’s direct labour organisation, supporting repairs, maintenance, planned investment and construction-related work. Proposed areas include responsive repairs, highway works, doors and windows, drainage and groundworks, and whole-house refurbishments, with work called off as required during the framework. The procurement is categorised as construction work (CPV 45000000). Bron Afon is also developing related opportunities in gas, heating and plumbing, heating installations, cleaning, external garden works and flooring.

This procurement is at planning stage: the buyer is testing the market before publishing a tender, so suppliers cannot bid yet. A framework agreement is expected, with work awarded as required. One planned lot is intended to run from 5 April 2027 to 4 April 2030, with renewal potentially extending it to 4 April 2035. The estimated value is £18,464,529.63 excluding VAT, or £22,157,435.56 including VAT. The buyer expects to publish the next notice by 9 October 2026. It has scheduled a free Meet the Buyer event at Ty Bron Afon, Cwmbran, on 6 October 2026, with sessions from 8:30 to 10:30 and 13:00 to 15:00; suppliers are asked to register by 2 October 2026.

The framework is likely to suit contractors and specialist subcontractors able to deliver responsive repairs, planned maintenance, construction and refurbishment works for social housing and associated assets. Relevant capabilities include highway works, door and window installation, drainage, groundworks and whole-house refurbishment. The buyer is particularly seeking local SMEs and suppliers able to provide responsive, planned or specialist services across South Wales. The proposed lot is marked as suitable for SMEs and voluntary, community or social enterprises, which may support smaller firms and social-value-led organisations preparing to participate. Suppliers can use the market engagement to understand the framework model, future procurement pipeline and tendering process, and to comment on barriers to SME participation before the tender is published.
