Summary of the contracting process

Thameslink Southern Great Northern Limited (TSGN) intends to procure railway infrastructure renewal works under the Southern Track and Rail Systems Phase 3 programme. The scope covers critical junction and plain-line renewals, together with signalling cable replacement, at seven depots: Brighton Heavy Maintenance Depot, Selhurst Heavy Maintenance Depot, Streatham Hill Light Maintenance Depot, Eastbourne Light Maintenance Depot, Letchworth City Light Maintenance Depot, Littlehampton Light Maintenance Depot and Horsham Light Maintenance Depot. The work is classified as construction, with related requirements for railway track construction and maintenance, railway signalling, electrical installation, cable infrastructure and signalling equipment. It is intended to address physical rail assets and associated signalling systems across TSGN’s depot network in England.

This procurement is at the planning stage: TSGN has stated its intention to buy the works, but this record is not an invitation to tender. The buyer expects to use an open competitive flexible procedure, with a pre-qualification questionnaire through RISQS followed by a single-stage invitation to tender. The estimated value is £18,000,000 excluding VAT (£21,600,000 including VAT). TSGN’s indicative expectation is for enquiries to close on 25 September 2026 at 5pm, a further notice to be published by 12 October 2026, tender submissions to close on 20 November 2026 at 5pm, and the award decision period to end on 11 January 2027. The planned contract period is 1 March 2027 to 31 March 2031. Evaluation is weighted 40% price and 60% quality.

The planned work is likely to suit railway infrastructure contractors, track renewal specialists, signalling contractors and electrical or cable installation firms with the capacity to deliver across multiple depots. Relevant capability includes critical junction and plain-line renewal, track construction or maintenance, rail asset replacement, signalling systems, signalling cable installation and associated electrical works. Suppliers should prepare for participation through RISQS, as the planned procedure includes a pre-qualification questionnaire using that system. The requirement may also suit established rail engineering groups able to coordinate work at heavy and light maintenance depots, manage several work fronts and demonstrate strong technical and quality performance. Firms with specialist signalling, track or cable expertise may consider partnership or subcontracting arrangements when the procurement reaches the market.
