Shropshire Council is exploring a property asset management solution to support management of its property portfolio. The requirement is for a software-based property asset management system, including associated information systems, implementation or consultancy, internet services and ongoing support. This is a preliminary market engagement at the planning stage, not an invitation to tender or a call for competition. Shropshire Council is considering a future procurement using a tender process, with one planned lot. The indicative contract period is 4 January 2027 to 31 March 2031, with renewal potential extending the maximum period to 31 March 2033. The estimated gross value is £700,000. The Council expects interested organisations to complete its response form by 30 September 2026, then demonstrate their solutions during a planned period from 5 to 9 October 2026. Demonstrations may last up to two hours, with a possible follow-up session of up to 30 minutes. Suppliers will receive a requirements script for demonstrations.

The engagement will suit suppliers with an established property asset management platform and experience supporting organisations with sizeable or complex property portfolios. Relevant capabilities include property and estates data management, portfolio reporting, workflow, asset information, integration with existing systems and reliable software support. Suppliers currently serving councils or other public bodies may be well placed to explain how their solution would operate in a local-government environment and how data could be migrated from the Council’s Civica system. Businesses should be ready to demonstrate their product against a buyer-provided script and explain implementation, technical support and service continuity. This is a preparation and market-shaping exercise, so suppliers can help influence the Council’s understanding of available solutions before any later competition.

THIS IS NOT A CALL FOR COMPETITION. THIS IS A PRELIMINARY MARKET ENGAGEMENT (PME). Shropshire Council (the Authority) is undertaking a preliminary market engagement in advance of a potential future procurement for a Property Asset Management System. The Authority is seeking to understand the capability of the market to deliver a solution to support the management of its property portfolio. The Authority currently operates the Civica solution.

Organisations wishing to express an interest in this opportunity are invited to contact Dave.Sage@shropshire.gov.uk to request access to the Microsoft response form. Organisations should complete and submit the form no later that 30th September 2026. Any clarification queries should also be directed to this email address. Respondents to the Questionnaire will be invited to demonstrate their solution to the Council during the period commencing 5th October to the 9th of October, the Council will offer respondents a selection of available timeslots during this period – no other dates/timeslots will be offered outside of this period for demonstrations. Each demonstration timeslot will last up to 2 hours. The authority may elect to schedule a follow-up session of no longer than 30 minutes. Suppliers offering to demonstrate their solutions will be provided with a script of requirements that Shropshire Council would like to the suppliers solution address during the demonstration.
