Summary of the contracting process

Cambridgeshire County Council is seeking suppliers to engage with its library team and stakeholders, understand the redevelopment needs of three library sites, develop agreed design options and deliver the resulting fit-out. The work covers library furniture, fittings, equipment, wayfinding and signage, with interior and furniture design services included. The aim is to support libraries that increasingly operate as community centres, offering study space, events, talks, warm and cool spaces, and locations for other council services to meet residents. There are three site-based requirements: East Barnwell, Darwin Green and Whittlesey, all in Cambridgeshire. Each site can be delivered as a separate contract, covering design development, supply and installation of the agreed solution.

The procurement has reached tender: the council invited offers through an open procedure, with electronic submission permitted in English. The tender and enquiry deadline is 26 October 2026 at 12:00 noon, and the anticipated award decision date is 16 November 2026. The estimated total value is £270,000 excluding VAT (£324,000 including VAT). Suppliers may bid for multiple lots and may receive multiple awards. East Barnwell is valued at £60,000 excluding VAT, with a contract period from 1 December 2026 to 31 May 2027. Darwin Green and Whittlesey are each valued at £150,000 and £60,000 excluding VAT respectively, with periods from 1 February 2027 to 31 August 2027. Each lot has an optional six-month extension and a defects period of up to 12 months. Evaluation is 50% quality and 50% price; economic and technical selection requirements are set out in the tender documents.

The Library service operates thirty-three (33) locations around the county of Cambridgeshire, excluding Peterborough region who have different arrangements. The locations provide the traditional library services, but the services are evolving to become more of a local community centre providing places to study, or hold events, or talks. Many of the locations act as a 'warm and cool spaces', and are used by other County services to meet and discuss issues with residents about such services. This contract is to instruct suitable and sufficient bidder(s) who are able to engage with the Library team, and other stakeholders to understand the needs and intended outcome of the redevelopment of each of the library sites, and create designs which the successful bidder(s) can deliver. This contract will include the design and fit out of East Barnwell, Darwin Green, and Whittlesey. The key part of this contract is the engagement with the Library team to create final design options and approaches covering furniture, way points and signage etc...for each library site The Authority proposes to award up to three separate contracts, and enter into three (3) separate contracts (one for each library site). East Barnwell is expected to be the first project ,and it is anticipated to commence on 1st December2026. Each contract will have its own contract duration agreed following contract award, anticipated to be six (6) months, and each will continue for a period of six (6) months unless terminated in accordance with the Conditions of Contract. Bidders can bid for multiple lots, and may be awarded multiple lots. To Engage with the library services and key stakeholders to understand the requirements, provide suitable and agreed final design for the library and then deliver on that design, supplying the furniture, fittings

Options: there is the option to extend for each of the Lot by an additional six (6) months A defects period of up to twelve (12) months will apply to each of the lots once the project has been completed and handed over.

Renewal: there is an option to extend for up to 6 months a defect period for up to 12 months following completion of project and handover, separate from the extension.

Darwin Green

To Engage with the library services and key stakeholders to understand the requirements, provide suitable and agreed final design for the library and then deliver on that design, supplying the furniture, fittings etc...

Options: there is the option to extend for each of the Lot by an additional six (6) months A defects period of up to twelve (12) months will apply to each of the lots once the project has been completed and handed over.

Renewal: a 6 month extension could be applied. a defect period of up to 12 months will be undertaken following the completion and handover of the project separate to the extension.

Whittlesey

To Engage with the library services and key stakeholders to understand the requirements, provide suitable and agreed final design for the library and then deliver on that design, supplying the furniture.

Options: there is the option to extend for each of the Lot by an additional six (6) months A defects period of up to twelve (12) months will apply to each of the lots once the project has been completed and handed over.

Renewal: there is a 6 month option to extension a defects period of 12 months which will start following the completion and handover of the project.
