Summary of the contracting process

Southern Housing is seeking contractors to deliver fire remedial works to homes and other properties it owns and manages. The work includes fire-prevention installations, fireproofing, refurbishment and related building installation work. Delivery is across the West Midlands, East Midlands, London and the South East of England. The opportunity is divided into a framework for lower-value projects and a separate framework for higher-value projects, intended to match work to suppliers of different sizes. Contractors would carry out projects as they are called off under the frameworks, with competition reopened for some call-offs and direct allocation possible for others. Southern Housing is the buyer, with Faithorn Farrell Timms LLP acting as procurement consultant.

Southern Housing invited offers through an open procedure for two closed frameworks, each intended to run from 3 February 2027 to 2 February 2031. The deadline for clarification questions was 1 October 2026 at 12:00; the amended bid deadline is 28 October 2026 at 12:00. The buyer expected to decide awards by 11 January 2027. The low-value lot covers projects up to £2.5 million each and has a framework value of £100 million including VAT; the high-value lot covers projects from £2 million each and has a framework value of £140 million including VAT. Suppliers may apply for and be awarded only one lot. Four contractors are expected to be appointed per lot, with an option to appoint five. Evaluation is 60% technical quality and 40% price.

The low-value framework is intended for SMEs, while the high-value framework is aimed at larger suppliers. The buyer defines an SME as having fewer than 250 staff and annual turnover of no more than £44 million or a balance sheet total of no more than £38 million. Suppliers should be able to undertake fire-safety remedial works in occupied or managed housing, including fire prevention, fireproofing, refurbishment and building installation. The two frameworks provide a route to compete for recurring projects across several regions, with individual project sizes distinguishing the two lots. Applicants must address both economic and technical selection requirements, with further criteria set out in the procurement documents. Technical quality carries more evaluation weight than price, so suppliers need to demonstrate a strong technical approach alongside competitive pricing.

This opportunity comprises two frameworks (lots) with intended maximum duration of four years each, as follows: Lot 1 - Low Value Projects - Delivery of Projects of low value most suited to SMEs - estimated value 25,000,000.00 Framework GBP incl VAT, per annum - It is envisaged four Contractors, with the option to appoint five Contractors, will be appointed for this lot Lot 2 - High Value Projects - Delivery of Projects of higher value most suited to larger Suppliers - estimated value 35,000,000.00 GBP incl VAT, per annum - It is envisaged four Contractors, with the option to appoint five Contractors, will be appointed for this lot Suppliers are to note that in accordance with Section 20 of the Procurement Act 2023, Southern Housing are electing to limit the number of lots a Supplier can apply for within this process. Southern Housing are keen to ensure they have due regard for Section 12 of the Procurement Act, in relation to removing barriers to participation for Small and Medium-sized Enterprises. A Small and Medium-sized Enterprise (SME) is defined as: *fewer than 250 staff (see paragraph 8 above); and *less than or equal to 44,000,000.00 GBP in annual turnover or a balance sheet total of less than or equal to 38,000,000.00 GBP. Southern Housing have therefore taken the decision to establish two lots for this opportunity. Suppliers are encouraged to have due regard for the information above when applying for this opportunity. Pre-market engagement has not been deemed necessary for this opportunity as the scope was already well defined.
