Digital Health & Care Wales is exploring support and maintenance for the Apperta Foundation’s OpenEyes electronic patient record system, used to manage ophthalmology services across NHS Wales. The proposed service covers hosting, technical support, maintenance and ongoing development of OpenEyes, including implementations in secondary-care ophthalmology departments and community optometric practices. This is an information technology service covering software, information systems, software development and support. Delivery is intended across NHS Wales. The work is relevant to suppliers that provide managed cloud hosting, application support, electronic patient record services, software development and specialist digital healthcare solutions, particularly those able to support ophthalmology systems in both hospital and community settings.

The procurement is at the planning stage and DHCW is conducting informal preliminary market engagement to understand market conditions and supplier capabilities before deciding on future procurement activity. Suppliers are being asked to complete a Request for Information questionnaire through the eTenderWales portal; responses are expected by 12:00 noon on 1 October 2026. DHCW expects the next notice to be published on 2 November 2026. The planned procurement has one lot and is identified as suitable for SMEs. The anticipated contract period is 18 January 2027 to 17 January 2032, with renewal provisions allowing extension to 17 January 2034. The published value is £1 including gross value, in GBP, and should be treated as the stated procurement value at this planning stage.

This engagement will suit suppliers with demonstrable capability in cloud hosting, application operations, service desk support, software maintenance, cybersecurity, data protection and the continuing development of electronic patient record systems. Experience supporting ophthalmology workflows, NHS or other healthcare environments, secondary-care clinical departments and community optometric practices would be directly relevant. Suppliers able to operate and improve an established OpenEyes implementation, manage service continuity and releases, resolve incidents and provide reliable technical support should prepare a clear account of their capabilities. The lot is identified as suitable for small and medium-sized enterprises, so specialist SMEs may be well placed to contribute. This is market research rather than a bid opportunity, and there is no invitation to tender at this stage.

Following a competitive procurement undertaken in 2019, a contract was awarded for the provision of the Apperta Foundation's OpenEyes Electronic Patient Record (EPR) solution for the management of ophthalmology services across NHS Wales. Digital Health and Care Wales (DHCW) is now undertaking an informal Preliminary Market Engagement (PME) exercise to better understand current market conditions and supplier capabilities in advance of any potential future procurement activity. This engagement relates solely to the hosting, support, maintenance, and ongoing development of the OpenEyes solution across NHS Wales. The scope includes support for implementations within secondary care ophthalmology departments and community optometric practices. Interested suppliers are invited to complete a Request for Information (RFI) questionnaire, available via the eTenderWales portal: https://etenderwales.bravosolution.co.uk/home.html Completed RFI responses must be submitted through the eTenderWales portal no later than 12:00 noon on 1 October 2026. This exercise is being undertaken for market research purposes only and does not constitute a procurement process, commitment to procure, or invitation to tender. DHCW has not yet determined whether a future procurement will be undertaken. Information gathered through this engagement will be used to inform future decision-making and procurement strategy development. Following review of the RFI responses, DHCW reserves the right to engage with respondents on an individual basis to clarify, verify, or supplement information provided.
