Summary of the contracting process

The Office of Rail and Road is procuring specialist ADHD and autism coaching, mentoring and workplace support for its neurodivergent employees. The service may include individual coaching, workplace mentoring, support sessions for managers, workplace transition support, neurodiversity awareness training, group workshops and anonymised management reporting. Delivery must be possible remotely, on site or through a hybrid model, using a neurodiversity-affirming and person-centred approach. This is a staff development, personal development training and counselling service, intended for delivery across the United Kingdom. The requirement is arranged as one service lot and is suitable for small and medium-sized enterprises, voluntary, community and social enterprises. The buyer is the Office of Rail and Road, a central government public authority.

The procurement has reached tender: the Office of Rail and Road invited offers through a below-threshold open competition. Clarification questions had to be submitted electronically by 25 September 2026 at 12:00 noon, and tenders had to be uploaded electronically by 2 October 2026 at 12:00 noon. The initial contract period runs from 2 November 2026 to 1 November 2028, with an option to extend by up to 12 months, giving a maximum end date of 1 November 2029. It is a non-exclusive, zero-commitment call-off arrangement, with work commissioned through individual Statements of Work. The anticipated value is up to £50,000 excluding VAT, or £60,000 including VAT. The most advantageous tender will be assessed on quality and methodology (40%), experience and capability (25%), safeguarding and governance (15%), and cost and value for money (20%).

This opportunity suits specialist providers with practical expertise in ADHD and autism coaching, workplace mentoring and support for neurodivergent employees. Strong bidders will be able to provide individual and group services, advise managers, support workplace transitions, deliver neurodiversity awareness training and produce anonymised management information. The delivery model needs to work effectively across remote, on-site and hybrid settings, while remaining neurodiversity-affirming and person-centred. Suppliers should be able to demonstrate relevant experience and organisational capability, alongside robust safeguarding and governance arrangements. The evaluation gives substantial weight to the quality and methodology of the proposed service, as well as experience and capability, so providers will need a clear, credible approach to service delivery and to managing Statements of Work as requirements arise. Small and medium-sized enterprises and voluntary, community and social enterprises are specifically suited to participate.
