Summary of the contracting process

South East Consortium intends to establish a heating and water hygiene framework for customers across the United Kingdom. The work covers commercial and domestic buildings and is aimed at connecting customers with experienced contractors. Heating requirements include servicing, responsive repairs, safety inspections, boiler and central-heating installations, and related heating works. Water hygiene requirements include repairs and water-treatment work at domestic and commercial properties, including work involving water tanks. The procurement is classified as works and will be managed by SEC Procurement Limited trading as South East Consortium, based in Sittingbourne. Suppliers able to deliver both heating services and water hygiene repairs across the UK may find the scope relevant.

This procurement is at the planning stage: South East Consortium has announced its intention to compete a single-lot framework, but has not invited tenders. The expected framework period is 1 September 2027 to 31 August 2031. The buyer expects to publish the next notice on 7 December 2026. Market engagement includes targeted questionnaires issued to existing framework suppliers and participating authorities on 1 October 2026, with responses due by 5 October 2026. Supplier engagement sessions are planned for 7 October 2026: heating suppliers from 10:00 to 11:00 and water hygiene suppliers from 13:00 to 14:00. Registration is required, and participation will not affect future competition.

The framework is marked as suitable for small and medium-sized enterprises and voluntary, community or social enterprises. It is likely to suit established heating and building-services contractors with the operational capacity to support domestic and commercial premises, including planned servicing, responsive call-outs, safety inspections, installations and repairs. Relevant capability includes boiler and central-heating maintenance and installation, heating works, water hygiene repairs, water-treatment work and work involving water tanks. Businesses with a broad service offer may be well placed because the planned scope combines heating and water hygiene requirements. Suppliers should use the planned engagement period to understand the buyer’s developing requirements and provide market intelligence before the procurement reaches tender stage.
