Summary of the contracting process

Birmingham City Council is seeking providers for a youth services framework aimed at preventing and reducing serious violence and safeguarding children and young people from harm. Work is divided into four areas: prevention and early intervention through one-to-one and group activities; mentoring and tailored support for young people at risk; outreach to engage those not using existing services; and specialist interventions for young people affected by or at high risk of violence, exploitation, gangs or weapons. Services will be delivered in Birmingham. The work combines youth education, community support and violence-reduction services, with interventions intended to build resilience, address risk factors, improve safety and support positive outcomes.

The Council invited offers through an open procedure for a multi-provider, open framework, with call-off contracts to be competed among appointed suppliers for the relevant lot. The process reached tender. The enquiry deadline was 15 October 2026 at 12:00 and the submission deadline was 22 October 2026 at 12:00. The stated contract period is 18–26 November 2026, and the framework scheme runs to 26 November 2030. The estimated overall value is £660,000 excluding VAT (£792,000 including VAT); no minimum volume or value is guaranteed. Each lot is evaluated on quality (60%), social value (20%) and pricing (20%). Suppliers must satisfy participation conditions covering financial standing, insurance, data protection, technical ability, safeguarding and exclusion grounds.

The opportunity suits youth organisations, community and social enterprises, and small and medium-sized providers; the Council marks the lots as suitable for both SMEs and voluntary, community or social enterprises. Providers can compete for work matching their particular delivery strengths, from universal prevention and resilience-building to one-to-one mentoring, detached or venue-based outreach, and intensive specialist violence-reduction support. Relevant capability includes engaging children and young people, tailoring interventions to individual needs, building trusted relationships, recognising emerging needs and making appropriate referrals. Suppliers should be able to demonstrate technical ability and meet financial standing, insurance, data-protection and safeguarding requirements. The framework offers a route to compete for later call-off work, but does not guarantee any volume or value of work.

Lot Information

Prevention and Early Intervention

Deliver universal one-to-one and targeted group-based prevention activities that educate children and young people about risks including violence, exploitation, criminal involvement, and harmful behaviours. Interventions must focus on awareness, resilience, protective factors, and informed decision-making.

Mentoring and Targeted Support

Provide structured one-to-one and small group interventions for children and young people identified as vulnerable to adverse outcomes, including violence, exploitation, offending, or school disengagement. Support must be tailored to individual needs and focused on achieving measurable behavioural and wellbeing outcomes.

Outreach and Community Engagement

Deliver detached, street-based, venue-based, and community outreach to engage children and young people who are not accessing existing services. Activities must identify emerging needs, build trusted relationships, provide early support, and facilitate referrals into appropriate service.

Specialist Violence Reduction Interventions

Deliver intensive specialist interventions for children and young people affected by, involved in, or at high risk of serious violence, exploitation, gang-associated activity, or weapon-related harm. Interventions must address underlying risk factors, reduce harm, improve safety, and support sustained positive outcomes.
