Summary of the contracting process

The City of London Corporation is procuring site-wide construction logistics services for the refurbishment of the occupied Barbican Centre. The work covers logistics management and labour, site welfare and accommodation, security and access control, traffic and deliveries, and moving materials around the site using hoists, cranes and other equipment. It also includes lifting coordination, temporary access and works, waste handling, protection of existing finishes, cleaning, fire and emergency arrangements, surveying, environmental monitoring and support for interfaces with the public, residents and neighbouring occupiers. The services support a construction-management approach, with Blue Sky Building appointed as construction manager. Delivery is at the Barbican Centre in the City of London. This is a broad, integrated construction logistics package rather than a single service such as deliveries or security.

The buyer invited offers through a two-stage competitive flexible procedure: an invitation to participate followed by an invitation to tender. Enquiries were due by 30 October 2026 at 12:00; expressions of interest were due by 9 November 2026 at 12:00. The buyer planned to invite four candidates to the next stage, subject to its selection process. The estimated contract value is £3.5 million excluding VAT (£4.2 million including VAT). The contract period is 8 March 2027 to 23 August 2029, with a possible extension to 22 February 2030 if unforeseen events cause programme overruns. Evaluation weights technical quality at 45%, commercial cost at 40%, and responsible procurement at 15%. Technical assessment includes scored questions and an interview; responsible procurement covers climate action and social value.

The opportunity suits construction logistics providers able to coordinate a complex, occupied cultural venue refurbishment and supply a broad, dependable site operation. Relevant capabilities include managing deliveries, traffic, access and security; operating hoists and lifting logistics; temporary access and works; waste and hazardous-waste arrangements; protection, cleaning and housekeeping; and fire, emergency and environmental controls. Suppliers will need to demonstrate experience through scored responses and should be able to explain their organisation, health and safety, risk management, programme and methods, quality and delivery, building-safety and heritage considerations, site planning, and supply-chain management. Shortlisted suppliers must attend a scored interview. Participation also requires meeting conditions covering financial capacity, insurance, modern slavery and data protection. Small and medium-sized businesses are considered suitable for this contract; the scope is substantial and calls for capacity across multiple connected services.
