Summary of the contracting process

The Police & Crime Commissioner for Sussex is seeking contractors for planned preventative maintenance, reactive repairs, minor works and related services across the Surrey and Sussex police estates. Surrey Police and Sussex Police will use the framework, with East Sussex Fire Authority also able to use it. The work covers 17 specialist areas: air conditioning and chillers; fire alarms, suppression and access control; automatic gates and doors; building management systems; boilers and gas; general building, roofing and glazing; electrical systems, solar and EV charging; fuel pumps; generators and UPS; lifts; lightning protection; safety systems; groundworks and drainage; water treatment; civil and structural engineering; fire doors and compartmentation; and fire risk assessments and surveys. The listed delivery locations are in the United Kingdom.

The buyer invited offers through an open procedure for a framework agreement. Bids were due by 6 November 2026 at 23:59, and the intended award decision date was 4 January 2027 at 23:59. The framework is planned to run from 1 June 2027 to 31 May 2031. Its stated overall value is £20 million. Suppliers could bid for one or more of the 17 lots, each covering a separate trade or service area. Evaluation is based on quality and price, weighted 70% and 30% respectively in each lot. Quality responses are assessed against weighted questions; a zero score on any question can exclude a bid. Price scoring uses the submitted rate card and planned-maintenance pricing, with the lowest price receiving the highest price score. The authority may hold clarification meetings for selected lots.

The opportunity is divided into specialist lots and each is identified as suitable for small and medium-sized enterprises, so firms can focus on the trade or service area they can deliver rather than covering the entire estate-wide requirement. It suits building maintenance and repair contractors, as well as specialist providers of mechanical, electrical, fire safety, access, lift, fuel, water-treatment, drainage and engineering services. Contractors should be able to demonstrate the quality of their service through detailed tender answers and supporting evidence that they can meet the specification; the evaluation particularly rewards comprehensive responses with evidence of methods and measurement. Competitive pricing is also important, as the submitted rate card and planned-maintenance prices determine the price score. The service scope combines planned maintenance with reactive response and minor works across two police estates, making relevant operational capacity and experience valuable.
