Summary of the contracting process

Capital City Partnership intends to procure a multi-authority customer relationship management (CRM) and management information system (MIS) for employability, skills and related services. The service will cover Edinburgh, East Lothian, Fife, Midlothian, the Scottish Borders and West Lothian. It will support local authorities and delivery partners with participant and case management, referrals, action planning, intervention and outcome recording, employer engagement, vacancy management, programme management, reporting, document management and public-facing provider directories. The requirement includes hosting, technical support, maintenance, service management, governance and continuing software development. The existing regional platform supports frontline delivery, partnership working and performance management across the six local authority areas, with wider uses including community learning, work experience and placement management.

This procurement is at the planning stage: Capital City Partnership has announced its intention to procure but has not invited tenders. The anticipated contract term is eight years, with an estimated total value of £1.5 million including the planned provision, support, maintenance and development services. The buyer expects a future notice on 30 October 2026. It is seeking supplier engagement before the procurement, particularly on long-term product development, customer engagement, technology innovation and a transparent commercial model. The proposed pricing approach comprises an annual service charge based on active user volumes, with implementation and transition costs separated from ongoing service costs, and transparent pricing for optional functionality and professional services. The procurement is expected to be covered by the Government Procurement Agreement.

This will suit established CRM, case-management and management-information software suppliers able to deliver a secure, scalable, multi-organisation platform over a long service term. Relevant capability includes configurable forms and workflows, role-based access, referral and participant management, employer and vacancy management, reporting, document management, data import and export, secure data exchange, hosting, integration and public-facing directory functions. Suppliers should be prepared to support approximately 1,000 users across 110 organisations, 115,000 client records, 2.5 million recorded activities and interventions, 14,500 employer records and 17,000 vacancies. The buyer is looking for partners able to support additional users, organisations, reporting requirements, business processes, integrations and service models through continuous improvement, innovation and product development.
