Summary of the contracting process

Defence Equipment and Support, the Ministry of Defence organisation responsible for this requirement, is procuring through-life support services for an L3Harris High Power Threat Emulator installed in Anechoic Chamber Test Facility 2 at MOD Boscombe Down. The requirement covers maintenance and repair of the threat-emulation equipment, supply of spare parts, calibration, software, firmware and hardware updates, and ad-hoc technical support. It is a specialist engineering and technology-support service, including software support and maintenance of information technology equipment. The work supports accurate simulation of Positioning, Navigation and Timing navigation-warfare environments. Delivery is in the United Kingdom, with the supported system located at MOD Boscombe Down. The procurement is a single completed lot within the defence and security regime.

The procurement has reached the award stage: L3Harris TRL Technology Ltd was selected through a direct award, and the process is recorded as complete. The award was announced on 22 September 2026. The award value is £600,000 excluding VAT and £720,000 including VAT. The contract period runs from 11 January 2027 to 10 January 2032, with signature scheduled for 4 January 2027. The authority relied on technical reasons under section 41 of the Procurement Act 2023 and Schedule 5, paragraph 6, stating that competition is absent and no reasonable alternative supplier exists. The evaluation basis was therefore the identified single-supplier technical route rather than a competitive price-and-quality assessment. The selected supplier is L3Harris TRL Technology Ltd.

This outcome indicates a highly specialist requirement suited to the original equipment manufacturer, a system design authority, or a supplier with demonstrable authority and technical access to proprietary threat-emulation equipment. A credible future competitor would need expertise in high-power electronic threat emulation, defence test environments and Positioning, Navigation and Timing navigation-warfare simulation, together with the ability to maintain associated hardware, software and firmware. It would also need specialised diagnostic tools, calibration equipment, proprietary technical data and the engineering knowledge to perform the system’s calibration processes accurately. Capability to provide responsive repairs, genuine or technically compatible spares, software and firmware updates, hardware updates and ad-hoc engineering support would be important. The requirement demonstrates sustained demand for integrated, OEM-level support rather than standalone maintenance or general IT services.

Notice Description

Provision of a Through Life Support contract, anticipated to be for up to five years, for the L3Harris High Power Threat Emulator installed within the Anechoic Chamber Test Facility 2 at MOD Boscombe Down. The contract will be worth approximately PS700,000 and will include maintenance and repair, provision of spares, calibration services, software, firmware and hardware updates, and ad-hoc technical support.

Procurement Information

The Authority (the Space Delivery Team within NAD-G) intends to award a contract to L3Harris Technologies for the provision of Through Life Support (TLS) services for the L3Harris High Power Threat Emulator installed within the Anechoic Chamber Test Facility 2 (ACTF2) at MOD Boscombe Down. The required TLS services include maintenance and repair, provision of spares, calibration services, software, firmware and hardware updates, and ad-hoc technical support. The contract will be awarded by Direct Award under Section 41 of the Procurement Act 2023. The Authority considers that the conditions set out in Schedule 5 Paragraph 6 (Technical Reasons) are satisfied because competition is absent for technical reasons and no reasonable alternative supplier exists. L3Harris Technologies is the Original Equipment Manufacturer (OEM) and sole Design Authority for the Threat Emulator System. L3Harris alone possesses the technical expertise and engineering knowledge required to service and support the hardware, software, firmware and associated proprietary calibration processes necessary for the operation of the Threat Emulator System and the accurate simulation of PNT Navigation Warfare (NAVWAR) environments. No other economic operator possesses the technical expertise, engineering know-how, specialised OEM diagnostic tools, calibration equipment, proprietary technical data and associated calibration processes required to effectively service and maintain the Threat Emulator System. As a result, L3Harris alone holds the capability necessary to maintain, calibrate, update and support all software, firmware and hardware aspects of the system to the standards required to sustain operational integrity and system availability. Accordingly, the Authority considers that only L3Harris can provide the required TLS services and that, due to the absence of competition for technical reasons, no reasonable alternative supplier exists.
