Wiltshire Council is seeking suppliers to provide food for its FUEL holiday programme during the winter 2026 and spring 2027 school holidays. FUEL supports children and young people up to the end of Year 11 who qualify for benefits-related Free School Meals, combining food with free activities. The programme aims to help participants eat healthily, be active, stay safe and socially connected, and develop wellbeing and understanding of health and nutrition. The requirement covers prepared school meals, meal cooking and delivery across Wiltshire. The council says around 11,000 children in the area are eligible for benefits-related Free School Meals and is seeking a range of large and small organisations to support delivery.

Wiltshire Council invited offers through a below-threshold open competition. The procurement reached tender, with the buyer inviting suppliers to submit bids electronically through its procurement portal. Suppliers could ask questions until 2 October 2026 at 12:00 and were required to submit offers by 14 October 2026 at 12:00. The contract period runs from 1 November 2026 to 15 May 2027. The estimated value is £78,000 excluding VAT (£93,600 including VAT). There is one lot. Bids are evaluated on quality, weighted at 60%, and price, weighted at 40%.

The opportunity is suitable for small and medium-sized enterprises as well as larger organisations able to provide food services across Wiltshire. Applicants must be registered food businesses with at least one year of trading experience and hold a food hygiene rating of at least 3. The required insurance cover is at least £5 million each for public liability, product liability and employers’ liability. Suppliers with the operational capacity to cook, prepare and deliver meals for a school-holiday programme, and to support children who qualify for benefits-related Free School Meals, are well placed to meet the requirement. The programme’s wider aims include healthy eating, physical activity, safety, social connection and participants’ personal development and wellbeing.

HAF aims to tackle the triple inequalities of holiday hunger, physical inactivity, and social isolation. It provides free of charge activities and food for children and young people who are entitled to benefits- related Free School Meals and school age up to the end of Year 11. The programme is funded by the Department for Education. It is intended that participants in the HAF programme will: ? Eat more healthily over the school holidays. ? Be more active during the school holidays. ? Be safe and less socially isolated. ? Engage in enriching activities which support personal development and wellbeing. ? Have greater understanding of health and nutrition. ? Be more engaged with school and other local services. There are around11,000 children in Wiltshire who are eligible for benefit related Free School Meals. Wiltshire Council are seeking a range of large and small organisations to support the delivery of the programme across Wiltshire.
