Summary of the contracting process

NHS Bath and North East Somerset, Swindon and Wiltshire Integrated Care Board procured People Operations services to support its workforce. The service covers recruitment and resourcing; payroll input and people systems; HR triage, informal casework and job evaluation; people information and audit; and people administration. The requirement is for a high-quality, responsive service that supports effective organisational systems and people management. The award describes personnel and payroll services, with delivery in Wiltshire. The underlying service supports seven integrated care boards as well as the outgoing provider, although this award is for the named ICB.

The procurement is complete and Delt Shared Services Limited was selected through an informal selection process and due diligence, followed by a direct award. The stated rationale was the fixed timetable for transferring an essential service and the need to maintain continuity, rather than redesign it before transfer. The award was made on 23 September 2026. Its value is £174,659 excluding VAT and £209,590 including VAT. The contract period runs from 1 December 2026 to 30 November 2027. The service is structured as one lot. No evaluation criteria are set out in the published procurement data; the selection rationale records that the provider was chosen after an informal process across southern England and due diligence.

For suppliers considering this buyer’s future People Operations requirement, the award indicates demand for an integrated, operational HR service rather than a standalone recruitment or payroll product. Credible providers would need to cover recruitment and resourcing, payroll inputs and systems, HR triage and informal casework, job evaluation, workforce information and audit, and administration. The rationale also makes continuity a central requirement: the service, workforce, systems and established processes were to transfer together, with transformation deferred. Suppliers therefore need the capacity and operational discipline to sustain several connected functions during organisational change, and to maintain a reliable service for an ICB workforce. The source does not state formal accreditation, qualification or experience thresholds.

Procurement Information

SCW CSU (the incumbent) is closing on 31st March 2027 as part of the overarching NHS changes and restructures, and specifically the closure of CSUs. SCW's People Operations service, which currently supports seven ICBs and SCW, comprises of approximately 39 WTE staff, and needs to transfer to a new host organisation by 1 December 2026. The transfer deadline is fixed and the overriding priority agreed with customer Chief Personnel Officers is safe, effective and uninterrupted service continuity. People Operations Services are a required function, and to not have a continuous functioning service would cause significant harm and distress to the customer workforce, likely resulting in personal hardship. Given the compressed timescale, the participating ICBs agreed that it would not be appropriate to attempt to redesign or transform the service before transfer. The agreed approach is therefore a short-term lift-and-shift transfer, maintaining the existing service, workforce, systems, processes and ways of working, with transformation and development of the future operating model taking place subsequently. In line with regulations, an informal selection process was undertaken across the South of England, and Delt Shared Services Ltd was selected as the preferred provider following this and other due diligence.
