Summary of the contracting process

The Government Commercial Agency plans to establish a framework covering print management, digital communications and a self-service print marketplace. Services include end-to-end operational, transactional and security printing; direct mail, storage, fulfilment and distribution; digital asset management and solutions; scanning, pre-production and media duplication; and production of official papers. The marketplace will let public buyers obtain instant quotes for printed items such as brochures, flyers, leaflets, business cards and letterheads, particularly for low-value, high-volume needs. The scope also includes printed NHS and health authority communications, including standard and accessible letters, for example vaccination invitations and screening or appointment communications. Accessible formats include braille, large print, multiple languages, audio CD and easy read. Delivery is across the United Kingdom.

This is at planning stage: the buyer has announced its intention to procure, but has not yet invited tenders. The planned framework is intended to replace three existing Government Commercial Agency print agreements. It is described as one lot, with small and medium-sized businesses considered suitable. The buyer’s indicative date for a subsequent notice is 5 January 2028. The planned contract period is 7 June 2028 to 15 December 2032. The estimated value is £1.724 billion excluding VAT (£2.155 billion including VAT). The procurement is expected to use a framework agreement, but no procedure, bid deadline or evaluation criteria are stated at this stage.

The planned work may suit print and communications suppliers able to provide either broad, managed services or a digital self-service print platform. Relevant capabilities include handling operational, transactional and security printing; direct mail and distribution; storage and fulfilment; digital asset management; scanning and pre-production; and media duplication. Suppliers serving public-sector communications may be well placed if they can produce and distribute letters at scale, including accessible communications in braille, large print, multiple languages, audio CD and easy read. The marketplace element points to a need for a convenient online service that can provide instant quotes and support varied printed products, especially lower-value, high-volume orders. Small and medium-sized businesses are considered suitable to participate. The planned agreement combines several service areas, so suppliers may consider whether their own range or delivery capacity fits the scope.
