Summary of the contracting process

Cadent Gas Limited is setting up a dynamic market for local delivery partners to carry out planned gas mains and services work. The main requirement is replacement or abandonment of gas mains and services, including excavation, backfilling and reinstatement. Related work can include customer connections, network reinforcement, work on mains beneath buildings, gas service work, meter-box installation, gas safety inspection and testing, gas installations, directional drilling, impact moling and asphalt surfacing. Work may be design-and-build or build-only, from individual projects to small programmes. Delivery is across England, covering the North East, North West, Yorkshire and the Humber, East and West Midlands, East of England, London, South East and South West. Once For All Limited is managing the market and assurance activities.

The buyer invited offers through an open procedure to join a closed dynamic market for utility works. The process reached tender, and suppliers were asked to apply through Constructionline. It is divided into eight lots: gas pipelines, meter-box installation, gas safety inspection, gas installations, directional drilling, impact moling, asphalt surfacing and machine-laid asphalt surfacing. The submission deadline set was 31 August 2032 at 23:59:59 UK time; the market period runs from 23 September 2026 to 31 August 2032. The stated evaluation requirement for every lot is the Common Assessment Standard, verified against that standard. Electronic submission is allowed. No fee is charged to sign up.

The opportunity suits specialist utility contractors and delivery partners able to undertake gas mains and service replacement, associated civil engineering and reinstatement, or one or more of the defined specialist lots. Relevant capabilities include safe excavation and backfilling; gas pipeline and service work; meter-box supply, installation and maintenance; gas appliance and pipework inspections; registered gas installation; trenchless directional drilling and impact moling; and road asphalt surfacing, including machine-laid work. Gas installation suppliers must be Gas Safe registered, or CORGI registered in Northern Ireland. The Common Assessment Standard is the stated technical selection requirement across all lots. The scope accommodates suppliers delivering one-off projects as well as small programmes of work, and includes both design-and-build and build-only gas work. Suppliers should be able to work across the broad English delivery area.
