Summary of the contracting process

North Northamptonshire Council procured a cloud-based software system for electronic Personal Education Plans (PEPs) for children in care, together with a management information system. External users need secure internet access to complete PEPs. The management system is intended to support case notes, reporting and system administration, and to collect attendance information or host attendance data supplied by another provider. The requirement also covers children with a social worker. This is specialist education and social-care software, rather than a general-purpose IT platform. Delivery is for North Northamptonshire Council, serving children and social workers in North Northamptonshire.

The procurement is complete and awarded to Egov Solutions Ltd. The contract was signed on 1 September 2026 and has an active status. Its recorded value is £154,000. The tender described an initial 36-month period with an optional 12-month extension. The council used the Government Commercial Agency’s G-Cloud 14 framework, through a limited award procedure without prior publication of a competition notice. The stated evaluation weighting was 95% quality and 5% price. The requirement was arranged as one lot, although that lot is marked cancelled in the tender data; the award and active contract are recorded against it. Two bids were reported for the lot.

The award indicates demand for a specialist cloud service combining secure online PEP completion with case management, reporting and attendance-data functions for children in care and children with a social worker. Suppliers best placed to compete when this requirement next returns will be able to demonstrate a secure, usable system for external professionals, alongside reliable management information and the ability to collect or integrate attendance data. Strong evidence of service quality is likely to matter more than a low price, given the stated evaluation weighting. Experience supporting local-authority children’s services and handling sensitive case information would be commercially relevant to demonstrating fit, although no specific accreditation or technical standard is stated. The previous route was G-Cloud 14, so familiarity with that framework route is also pertinent.
