Summary of the contracting process

Velindre University NHS Trust, through its Welsh Blood Service division, is procuring comprehensive pipette maintenance, servicing, repair and calibration. The work covers all pipettes used within the Welsh Blood Service Trust, including their inspection, planned maintenance, repair and calibration. This is a laboratory equipment repair and maintenance service, covering precision instruments used in blood service operations. The Welsh Blood Service collects, tests and supplies blood, platelets and bone marrow to hospitals across Wales. Delivery is in Wales. The requirement is for a contractor able to provide the full range of pipette care rather than a supply of new equipment. Welsh or English may be used for invitations and tender responses; Welsh responses are translated into English before evaluation, with translators excluded from award decisions.

The buyer invited offers through a below-threshold open competition. The enquiry deadline was 22 October 2026 at 12:00 noon, and the tender submission deadline was 26 October 2026 at 12:00 noon. The single contract is scheduled to run from 1 December 2026 to 30 November 2029, with an option to extend by up to two years in one-year increments. Its estimated value is £77,360 excluding VAT (£92,832 including VAT). The award is based on the most economically advantageous tender: technical quality accounts for 40% and price for 60%. Tender responses may be submitted electronically through the stated eTender Wales portal. Late submissions are not considered.

This opportunity suits a specialist pipette service provider able to demonstrate substantial technical competence and relevant experience. The contractor must be capable of inspecting, maintaining, repairing and calibrating all pipettes used across the Welsh Blood Service Trust, so suppliers need the operational capacity to cover a complete pipette fleet and deliver both routine servicing and responsive repair. Experience with laboratory and precision equipment maintenance is directly relevant. The service supports a blood service that collects, tests and supplies blood, platelets and bone marrow to hospitals, making dependable equipment servicing central to its work. Technical quality carries significant weight in the evaluation, so suppliers should be able to set out a credible technical service offer alongside competitive pricing.
