Summary of the contracting process

National Grid Electricity Transmission is seeking an integrated project management office (IPMO) capability for its major transmission infrastructure portfolio. The procurement combines a digital project-controls solution with related software and IT services. National Grid invited suppliers to participate through a competitive flexible procedure with pre-qualification followed by a request for proposals. Expressions of interest were due by 26 October 2026 at 12:00 UTC; the buyer stated that procurement documents would follow Ariba onboarding. The single-lot contract is scheduled to run from 5 April 2027 to 4 April 2030, with possible annual extensions of up to two years. The estimated value is £2,389,250 excluding VAT (£2,867,100 including VAT). The award decision was scheduled for 25 March 2027. Evaluation gives 80% weight to functional and technical capability and 20% to commercial pricing and terms. Up to six suppliers may proceed to the proposal stage, then up to three to presentations and demonstrations; negotiations may involve up to two suppliers. Implementation services are optional.

The tender also invites details of implementation methods, staffing and costs; implementation work may be awarded in whole, in part or not at all.

The solution must integrate with approved National Grid systems and data sources, while ensuring National Grid retains ownership and control of its data. The solution should support appropriate governance, data quality controls, metadata management, historical data retention, multi-currency capability and role-based access management. National Grid is seeking a solution that can evolve over time as business requirements mature and adoption increases, supporting improved portfolio transparency, consistent project controls processes and effective collaboration across multiple delivery programmes and delivery partners.

Options: In addition to the solution, Implementation services are an optional element of the procurement. Suppliers are required to provide details of their implementation capability, methodology, resource model and associated costs, which may be evaluated as part of the overall tender assessment. National Grid reserves the right to award, partially award, or not award any implementation services.

Renewal: May be extended annually for up to 2 years. Above threshold - National Grid estimates the value of the contract as an amount of more than the threshold amount for the type of contract.
