Summary of the contracting process

Bournemouth, Christchurch and Poole Council is procuring an integrated electronic point-of-sale (EPOS) system for commercial activities across its estate. The requirement combines EPOS hardware with the associated software, including ticket-issuing equipment and software supply and maintenance. The supplier is responsible for providing, installing and commissioning the solution. The Council wants one system-based process across its sites to improve operational efficiency, automate income reconciliation and make PCI DSS compliance easier to maintain. The system is intended for use at up to approximately 30 sites. The delivery location is the Council’s estate; the procurement does not identify individual sites.

The Council invited offers through an open competitive flexible procedure. The process has four stages: preliminary compliance checks, a Part A procurement-specific questionnaire, tender evaluation and a presentation. The deadline for enquiries was 16 October 2026 at 13:00 UK time; offers were due by 27 October 2026 at 13:00 UTC. The stated evaluation period ran to 30 November 2026. The single lot was valued at £400,000 excluding VAT (£480,000 including VAT). The contract period is 1 April 2027 to 31 March 2032, with two optional 12-month extensions, potentially extending the term to 31 March 2034. The Council may also purchase additional equipment and associated software. Evaluation weighting is 40% price, 30% quality and 30% presentation.

This requirement is suited to suppliers able to deliver an integrated EPOS hardware and software solution for use across a multi-site commercial estate. The supplier must be capable of providing, installing and commissioning both the equipment and software, and of supporting a system intended to unify processes across the Council’s sites. PCI DSS compliance is a technical participation requirement, so suppliers need to meet it. Small and medium-sized enterprises are identified as suitable to compete. The procurement includes a presentation stage, making the ability to present the proposed solution part of the competition. Suppliers with relevant EPOS delivery and implementation capability, and the capacity to serve up to approximately 30 sites, are well placed to assess the opportunity.
