Summary of the contracting process

Hull City Council is seeking suppliers of highway materials for its road-related needs in Hull. The goods are divided into three lots: concrete, tarmac and rock salt. Suppliers can focus on the product range that matches their business, with separate lots for each material. The requirement is for the supply of products rather than construction or roadworks, and the council will order items as needed through a framework. For each requirement, it will select the lowest-priced supplier able to provide the item; if that supplier cannot supply it, the council will approach the next lowest-priced supplier. Where suppliers offer the same price, the supplier with the higher combined quality and price score takes precedence. This is a goods procurement for suppliers able to provide one or more of these highway materials to Hull City Council.

The council invited tenders through a one-stage open procedure. The tender submission deadline was 26 October 2026 at 12:00, and enquiries were due by 19 October 2026 at 11:00. The anticipated award decision date was 22 December 2026. The framework was planned to run from 11 January 2027 to 10 January 2030, with an option to extend by 12 months at the council’s discretion, subject to satisfactory performance. The estimated total value across the three lots for the initial period is £1.77 million excluding VAT; the council describes the maximum value including the extension as approximately £2.36 million. The lots cover concrete, tarmac and rock salt. Each lot is evaluated on 70% price and 30% technical quality, including 5% social value. A 1% fee is charged retrospectively on invoices paid to awarded suppliers.

This framework is relevant to suppliers with the ability to provide concrete, tarmac or rock salt to meet Hull City Council’s highway-material requirements; businesses can target an individual product lot rather than supplying all three. Small and medium-sized enterprises are identified as suitable participants. The evaluation favours price, while still allocating 30% to technical quality, including social value, so suppliers need competitive pricing alongside a credible quality offer. Economic and technical selection requirements apply, with detailed criteria set out in the tender documentation. The purchasing arrangement selects the lowest-priced supplier for each required item and moves to the next lowest-priced supplier if stock is unavailable, making product availability and the ability to fulfil orders important. A 1% retrospective fee applies to invoices paid to suppliers awarded work. The framework does not guarantee purchases at any particular level.
