Summary of the contracting process

Public Health Wales NHS Trust is seeking a contractor to inspect, maintain, repair and calibrate pipettes used by its Infection Services laboratories. The requirement covers pipette maintenance across Public Health Wales sites; the detailed scope is set out in the invitation to tender. NHS Wales Shared Services Partnership, hosted by Velindre University NHS Trust, is managing the procurement, with Public Health Wales as the end user. The work is laboratory equipment servicing and calibration, including testing apparatus (CPV 38500000). Delivery is in Wales.

The buyer invited offers through an open procedure. This is a single-lot procurement. The deadline for questions was 29 October 2026 at 12 noon, and the tender submission deadline is 2 November 2026 at 12 noon. The contract is scheduled to run from 1 January 2027 to 31 December 2029, with an option to extend by two years in one-year increments, to a latest end date of 31 December 2031. The estimated value is £250,000 excluding VAT (£300,000 including VAT). The buyer will assess the most economically advantageous offer, weighted 60% on price and 40% on technical quality. Bids may be submitted in Welsh or English.

This opportunity suits providers with strong technical expertise and proven experience servicing laboratory pipettes, including inspection, fault diagnosis and repair, and accurate calibration. Suppliers need the capability and capacity to support equipment used by Public Health Wales Infection Services across its sites, rather than a single laboratory location. The buyer describes the desired contractor as highly qualified and experienced, so evidence of relevant personnel, technical competence and reliable service delivery will be important to demonstrate against the technical-quality element of the evaluation. Welsh- or English-language tender responses are accepted. Firms able to maintain laboratory equipment consistently over a multi-year service period, and to respond to repair and calibration needs across multiple sites, are best placed to compete.
