Summary of the contracting process

Network Rail Infrastructure Limited is preparing a future procurement of facilities management services across the railway sector. The work is intended to support facilities management across a large, diverse and geographically dispersed railway estate, with potential future Great British Railways requirements and opportunities for integration also under consideration. Network Rail is seeking market views to shape its future facilities management strategy and procurement approach. The service category is building and facilities management. Delivery is expected across the United Kingdom. The engagement will inform decisions about future requirements, how services might be divided into lots, commercial structures and contracting arrangements; it is market preparation, rather than a contract award or an invitation to tender.

The process is at planning stage: Network Rail is conducting preliminary market engagement, not inviting tenders. Suppliers were asked to provide views through a questionnaire by 17:00 BST on 21 October 2026; possible further engagement was anticipated from the week commencing 23 November 2026, with timing subject to change. Network Rail expects the future contract to run from 1 October 2030 to 30 September 2035, with a possible extension to 30 September 2038. These dates are indicative and depend on decisions about extension options under the existing integrated facilities management contract; future procurement could be brought forward. The stated estimated value is £2.4 billion excluding VAT (£2.88 billion including VAT). No procurement method or evaluation basis has yet been set out.

This engagement is particularly relevant to facilities management suppliers able to work across complex, multi-site environments and geographically dispersed estates. Network Rail also welcomes experience in critical national infrastructure, public sector estates, transport operations and other relevant sectors. Suppliers with insight into current market capability, emerging industry trends and innovative approaches to service delivery can contribute to the development of the future strategy and procurement. The scale and diversity of the railway estate point to a need for organisations able to address varied operational requirements and consider how services could be integrated. The buyer is seeking supplier perspectives on strategic, commercial and operational issues, so businesses with practical knowledge of delivery models and commercial structures may be well placed to inform the future requirements. No specific accreditation is identified.

Notice Title

Network Rail/Great British Railways Facilities Management Preliminary Market Engagement

Notice Description

Network Rail is undertaking a programme of pre-market engagement to help inform the future strategy for Facilities Management (FM) services across the railway sector. As part of this engagement, we are seeking views from the FM market on a range of strategic, commercial and operational considerations. We are keen to understand current market capability, emerging industry trends, innovative delivery approaches, and supplier perspectives on how Facilities Management services can best be delivered across a large, diverse and geographically dispersed estate. We welcome participation from suppliers across the FM market, including organisations with experience in complex, multi-site environments, critical national infrastructure, public sector estates, transport operations, and other relevant sectors. Network Rail is undertaking this engagement in accordance with the principles of transparency, fairness and proportionality. Information obtained through this exercise may be used to help inform future procurement decisions, requirements development, lotting strategies, commercial structures and contracting approaches. Any contract commencement and expiry dates referenced as part of this engagement are indicative only and remain subject to change. Current assumptions are based on Network Rail exercising the remaining extension options available under its existing Integrated Facilities Management (IFM) contract. Should Network Rail decide not to utilise some or all of those extension options, it reserves the right to bring forward any future procurement activity and associated contract commencement dates at its sole discretion.

Planning Information
