Summary of the contracting process

Broadacres Housing Association is seeking one contractor to provide drainage and jetting services, detect and repair external leaks, and maintain external fresh water supplies across its property portfolio. The work is mainly reactive: responding to repair requests and call-outs for the properties listed in the pricing schedule. This is a maintenance services contract, with environmental services listed as its classification. Delivery is across Broadacres’ portfolio in the United Kingdom. The requirement brings several related services together under a single appointment, so it is relevant to contractors able to cover drainage and water-supply maintenance as well as external leak detection and repair.

The buyer invited offers through an open procedure. The procurement has reached the tender stage. There is one lot, and Broadacres intends to appoint a single contractor. Questions were due by 26 October 2026 at 17:00 UTC, and tenders by 2 November 2026 at 17:00 UTC. The intended contract period is 1 December 2026 to 30 November 2029, with an option, at Broadacres’ discretion, to extend for up to two years, to 30 November 2031. The estimated value is £625,000 excluding VAT (£750,000 including VAT). Quality accounts for 60% of the evaluation and price for 40%. Economic and technical selection criteria apply; details are in the tender documents.

The contract may suit small and medium-sized businesses, which the buyer identifies as suitable to compete. Suppliers will need to deliver a combined service covering drainage work, jetting, external leak detection and repair, and maintenance of external fresh water supplies across a housing portfolio. The predominantly reactive call-out model favours a contractor able to organise timely responses and carry out repairs across the listed properties, alongside planned maintenance activity where required by the specification. The buyer intends to use one contractor for the full scope, making breadth of service capability important. Quality is the more heavily weighted award element, so bidders should be prepared to demonstrate the strength of their proposed service alongside competitive pricing. Technical and economic selection requirements are set out in the tender documents.
