Summary of the contracting process

NHS Wales Shared Services Partnership’s All-Wales Laundry Service is buying replacement controls for the Continuous Batch Washer at its Llansamlet Laundry Production Unit in Swansea. The work covers surveying and mapping the existing panel inputs, outputs and wiring; supplying and installing a replacement programmable logic controller (PLC) and compatible software; and integrating it with the existing machine, control programmes, press PLCs and sorting systems. The contractor must commission the installation and train site personnel. The laundry handles about 35,000 linen items a day, and the washer is important to maintaining production and service continuity. This is an industrial automation and PLC installation and software implementation service (CPV 45310000 and 72263000). All work must take place outside normal production hours to avoid disrupting laundry operations.

The buyer invited offers through an open competition. The contract period is 1 December 2026 to 28 February 2027; installation, commissioning, training and acceptance must be completed by 28 February 2027, with invoicing completed by 31 March 2027. The estimated value is £25,000 excluding VAT (£30,000 including VAT). Suppliers could submit enquiries until 21 October 2026 at 16:00, and bids were due by 26 October 2026 at 16:00. There is one lot. Evaluation gives 60% to the commercial offer and 40% to technical quality, including social value. Electronic submission is allowed. The contract is suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

This requirement suits contractors with proven industrial automation and PLC expertise, including the ability to survey and map existing control panels, wiring and inputs and outputs, then select and install compatible replacement controls and software. Suppliers need to integrate the new PLC with a continuous batch washer, press PLCs and sorting systems while retaining operation of the existing machine and control programmes. Experience working in operationally critical production environments is important: the work must be scheduled outside normal production hours and delivered without interrupting laundry operations. The successful contractor must also be able to commission and verify the complete installation, provide comprehensive training to on-site personnel, and support acceptance of the finished works. The single-lot scope is identified as suitable for SMEs and VCSEs.
