UHI Moray invited proposals through an open procedure, and the process reached the tender stage. Bids were due by 2 November 2026 at 16:00, with questions and bid opening scheduled for the same time. The contract period runs from 4 January to 5 July 2027. Bids must be in English; variants are not allowed and bids must remain valid for 90 days. Evaluation gives 30% to price and 70% to quality: team expertise and experience, methodology and stakeholder engagement, accessibility and inclusion, creative quality and differentiation, assets and knowledge transfer, project management, fair work practices, and a presentation. Suppliers must pass legal-capability and financial checks, including providing two years of audited accounts or an equivalent financial statement. Required insurance cover is £5 million for employers’ and public liability and at least £1 million for professional liability.

This opportunity suits an established branding or design consultancy able to lead a complete identity-development project, from stakeholder engagement and creative development through to usable brand assets, guidance and implementation. The buyer is looking for evidence of relevant team expertise, a sound development methodology, strong design quality and the ability to create a distinctive identity that works inclusively across audiences and applications. Suppliers should be able to manage communications, project risks and knowledge transfer, and present their proposals. The chosen provider will work alongside a web team, so experience preparing brand materials for use in a standalone website and wider marketing activity is relevant. Staff names and qualifications must be supplied. Bidders need to demonstrate financial capacity and meet the specified insurance levels; no professional or trade-register enrolment is required.

The Hub aims to establish a strong, distinctive and sustainable brand that reflects its purpose, values and ambitions in line with its target audiences. Since the hub will also serve as the UHI Centre for Business Enterprise and Innovation, the branding must propose a comprehensive and inclusive brand that includes this criterion. The successful contractor will be expected to create a brand that differentiates the Hub from its competitors and provide a framework for future marketing and communications activity. The successful bidder will also liase with UHI Webteam who are developing a standalone website for the Hub hosted on an established operating system which supports the websites across the partnership.
