Summary of the contracting process

Transport for Wales (TfW) intends to procure an enterprise risk management system to support joined-up management of risks, opportunities, issues, controls and actions across strategic and operational activity, portfolios, programmes and projects. This is business software for identifying, recording, assessing and managing risk, with configurable workflows, escalation, reporting dashboards, key risk indicators and analytics. The planned system also covers quantified risk analysis, AI-enabled insights and automation, alerts, document management, APIs, integrations with Microsoft 365 and other systems, and secure hosting. The stated delivery location is the United Kingdom. TfW is undertaking preliminary market engagement to understand what suppliers can provide and how the system could be implemented and supported.

This procurement is at the planning stage: TfW has set out an intention to buy but has not invited tenders. It is seeking market input through a supplier questionnaire, with possible follow-up discussions with selected suppliers at TfW’s discretion; engagement does not imply selection for a later procurement stage. TfW expects to publish a future notice by 16 November 2026. The questionnaire response date is 16 October 2026. The estimated contract value is £348,543.61 excluding VAT (£418,232.33 including VAT). The procurement is planned as a single lot. The anticipated contract period runs from 1 May 2027 to 30 April 2029, with a possible extension to 1 May 2030. The planned engagement will explore market capabilities, emerging technologies, implementation approaches, support models, commercial arrangements and indicative implementation timescales.

The engagement is relevant to suppliers of enterprise risk management platforms and associated implementation and support services, particularly those able to address risk management across complex, multi-level organisations. TfW is seeking insight into configurable workflows and escalation, dashboards and reporting, key risk indicators, analytics, quantified risk analysis, AI-enabled capabilities, automation, alerts and document management. Suppliers with experience integrating software through APIs, including with Microsoft 365 and other systems, and providing robust security and hosting are well placed to contribute. TfW also wants to understand implementation approaches, ongoing support models and commercial arrangements, so suppliers able to explain delivery and operating models as well as product capabilities should find the market engagement pertinent. Responses can help inform TfW’s understanding of available solutions and implementation timescales ahead of any later procurement.
