Summary of the contracting process

Transport for Wales (TfW) is planning to procure an enterprise risk management system: software for identifying, recording, assessing and managing risks, opportunities, issues, controls and actions across strategic and operational activity, as well as portfolios, programmes and projects. The intended system combines configurable workflows and risk escalation with reporting, dashboards, key risk indicators, analytics and quantified risk analysis. It is also expected to offer AI-enabled insights and automation, alerts, document management and APIs, alongside integration with Microsoft 365 and other systems. TfW seeks a modern, integrated solution with robust security and hosting and an intuitive user experience. The procurement is for software and information systems, for use in the United Kingdom.

This is at the planning stage: TfW has announced its intention to procure and is conducting preliminary market engagement, not inviting tenders. It is gathering market input through a supplier questionnaire, with follow-up discussions with selected suppliers possible at TfW’s discretion. Responses to the engagement questionnaire were expected by 23 October 2026; this date was extended to encourage SME participation. TfW expects a further notice on 16 November 2026. The estimated procurement value is £348,543.61 excluding VAT (£418,232.33 including VAT). The planned contract period is 1 May 2027 to 30 April 2029, with a possible extension to 1 May 2030. The procurement is one lot, with SME suitability indicated. The market engagement will inform requirements, implementation approach, support, commercial arrangements and indicative timescales.

This preparation exercise is relevant to suppliers of enterprise risk management software, including providers able to support risk management across strategic, operational, portfolio, programme and project environments. TfW is seeking insight into current market capabilities and emerging technologies, as well as practical approaches to implementation, ongoing support and commercial arrangements. Suppliers are well placed to contribute if they can demonstrate configurable workflows, escalation, reporting and dashboards, key risk indicators, analytics and quantified risk analysis. Relevant capabilities also include AI-enabled insights and automation, alerts, document management, APIs and integration with Microsoft 365 and other systems. Robust security and hosting, together with an intuitive user experience, are part of the expected solution. SMEs are specifically encouraged to contribute market insight; taking part does not imply selection for a later procurement stage.
