Summary of the contracting process

Scottish Government intends to procure a management service provider for its Level of Service Case Management Inventory (LSCMI) IT application, a tool for assessing and managing risk of reoffending and serious harm. The application also hosts the Caledonian and MF2C modules, used to record and assess people taking part in those rehabilitation programmes. The LSCMI application is used by all 32 Scottish local authorities and 17 Scottish prison establishments. The service covers application management, a helpdesk, patches, updates and fixes, agreed change requests, and new IT development. The buying organisation is Scottish Government. Delivery is in Scotland, serving local authorities and prison establishments across the country.

This procurement is at the planning stage: Scottish Government has set out its intention to procure, but has not issued an invitation to tender. It expects to publish a further notice on 30 October 2026. Interested organisations are asked to complete a request-for-information form by 12 noon on 22 October 2026; depending on the level of interest, the government may hold a suppliers’ day. The anticipated initial contract period is 60 months, with an option to extend by up to 24 months. The stated maximum contract sum is not expected to exceed £600,000 per contract year. The overall estimated value is £4.2 million. The process is planned as a single lot. The applicable procurement procedure and evaluation basis have not yet been set out.

This work is likely to suit an IT service provider experienced in managing and supporting specialist case-management applications used across multiple public-sector organisations. Relevant capabilities include maintaining application availability, running a user helpdesk, managing software patches and fixes, delivering updates, and handling agreed change requests and further development. Suppliers should be able to support a system relied on by local authorities and prison establishments and understand the operational importance of risk assessment and rehabilitation-programme records. The service spans existing application modules and a broad user base, so bidders are likely to need sufficient technical and service-management capacity to provide consistent support across Scotland. Scottish Government is seeking responses to help shape the requirement; the notice does not state particular qualifications, accreditations or prior experience thresholds.
