Summary of the contracting process

Procurement for Housing (PfH) Scotland has established a dynamic purchasing system for capital works and associated services for its members across Scotland. The work covers whole-house projects and separate categories for kitchens, bathrooms, heating, electrical work, windows and doors, insulation, roofing, painting and decorating, disabled adaptations, skip and waste collection, and scaffolding. This is a broad route to housing-related building installation and improvement work, with suppliers able to apply for one or more categories. At later invitation-to-tender stages, PfH members will set the specific project requirements, specification, delivery model and contract form. Work is for PfH members throughout Scotland.

The process reached tender: PfH invited suppliers to apply electronically through the Panacea portal to qualify for its dynamic purchasing system. It is divided into 12 categories, and suppliers may apply for one or more. The DPS is intended to run for an initial five years, with an option to extend by up to a further five years. Once qualified, suppliers may be invited by PfH members to tender for specific projects; members will define the requirements and contract arrangements for each. The contracting information provided does not give a tender submission deadline, estimated value, or specific evaluation criteria for qualification or subsequent project tenders.

This route may suit contractors and service providers working in social or affordable housing who can deliver capital improvement projects in Scotland. Its categories span whole-house work and specialist trades, including kitchens, bathrooms, heating, electrical installations, windows and doors, insulation, roofing, painting and decorating, disabled adaptations, waste collection and scaffolding. Suppliers can seek qualification in the areas matching their capability rather than the full range. The DPS is designed to support multiple PfH members, with project-specific specifications and delivery models set at later tender stages. Businesses should therefore be prepared to respond to individual member requirements and demonstrate the relevant trade capability and capacity for the categories they pursue.
