Summary of the contracting process

The Driver and Vehicle Licensing Agency (DVLA) intends to procure soft facilities management services across its Swansea estate. The anticipated services are cleaning, catering, waste management and pest control. The requirement may be procured as a combined package or separated into service areas; the final structure has not been decided. The work is for DVLA’s Swansea estate, in Swansea, Wales.

This is at planning stage: DVLA has set out an intention to procure, but has not issued an invitation to tender. The estimated value is £8 million excluding VAT (£9.6 million including VAT). The anticipated contract period is 1 November 2028 to 31 October 2032, with a possible extension to 31 October 2033. DVLA expects a future notice on 6 December 2027. It is undertaking preliminary market engagement, with supplier registration expected by 23 October 2026. The procurement may use a framework agreement; the delivery model and whether services are bundled or divided into lots remain under consideration.

The requirement is relevant to suppliers able to deliver one or more of cleaning, catering, waste management and pest control across a public-sector estate. DVLA is seeking market input on supplier capability and capacity, innovation, potential delivery models and whether the services should be bundled. Suppliers of all sizes, including SMEs, are welcome to contribute. SMEs may be able to participate directly, in a consortium or as subcontractors. Businesses with experience in these facilities services and the capacity to support delivery across the Swansea estate are well placed to inform DVLA’s developing requirements. Engagement may involve requests for information, questionnaires, virtual meetings, one-to-one discussions or site visits; participation will not affect a supplier’s position in any future procurement.
