Summary of the contracting process

City & County of Swansea is setting up a framework for providers to deliver accessible, community-based activities and support for economically inactive residents across Swansea. The programme aims to improve participants’ health, wellbeing, confidence, resilience and social connections, and help them move towards employment, training, volunteering or wider community involvement. Work is divided across four areas: physical and emotional health, including counselling and physical or environmental activities; education, employability and skills; creative and cultural activities; and other provision addressing barriers or gaps. Providers are expected to connect participants with relevant statutory, third-sector, health, community and employer-based services. Delivery is in Swansea. The programme is funded through the Welsh Government’s Trailblazer fund and is intended to align with CFW+.

The buyer invited offers through an open competition for a framework, with electronic submission permitted. The enquiry deadline was 26 October 2026 at 12:00, and the bid deadline was 2 November 2026 at 12:00. The initial contract period for each lot is 19 November 2026 to 31 March 2027, with an optional extension of up to 12 months, subject to funding. The stated total framework value is £160,000 excluding VAT (£192,000 including VAT). Each lot has a stated value of £40,000 excluding VAT (£48,000 including VAT); the buyer says lot values depend on service need and are not necessarily maximum amounts. Each lot is evaluated on quality (40%) and price (60%).

The opportunity suits small and medium-sized enterprises and voluntary, community and social enterprises, which are expressly identified as suitable for all four lots. It is relevant to organisations able to provide community-based support tailored to economically inactive residents. Depending on the lot, useful delivery experience includes counselling, emotional wellbeing, confidence and resilience building, physical activity or environmental activities; informal or formal learning, skills development and employability support; or arts, culture and creative activities that foster engagement and social connection. Providers focused on other interventions may fit the fourth lot where their work addresses barriers or gaps not covered elsewhere. The programme also calls for links with statutory, third-sector, health, community and employer-based services so participants can access appropriate local support and opportunities. All activity is for residents across Swansea. No particular accreditation or qualification is stated in the procurement details.
