Notice Description
The Major Works & Repairs Framework has been developed to provide STAR Housing with a compliant, flexible and efficient route to procuring a wide range of property maintenance, repair, refurbishment and capital improvement works across its housing stock. Rather than undertaking individual procurement exercises for each requirement, the framework establishes a panel of pre-qualified suppliers who have demonstrated the technical capability, financial standing and operational capacity required to deliver works safely, efficiently and to a consistently high standard. The framework has been designed to improve outcomes for residents by providing timely access to competent contractors, strengthening contract management, improving quality and consistency, and delivering value for money throughout the life of the framework. It also provides STAR Housing with the flexibility to respond to changing operational priorities while maintaining compliance with the Procurement Act 2023 and ensuring a transparent and auditable procurement process. The framework comprises eight Lots covering Electrical, Mechanical, Major Works & Major Voids, Healthy Homes, Drainage, Pest Control, Tree Works, Scaffolding and Waste Management. The specialist Lots have been structured to reflect the scale, complexity and risk associated with each service, with proportionate financial and technical requirements designed to encourage competition and maximise participation from competent local and regional suppliers, including small and medium-sized enterprises (SMEs). The Major Works & Major Voids Lot has been expanded to provide a comprehensive end-to-end solution for larger and more complex programmes of work. In addition to traditional planned maintenance, capital investment and void property refurbishment, the Lot incorporates STAR Housing's Healthy Homes requirements, including accessibility adaptations, damp, mould and condensation remediation, energy efficiency improvements, external works and estate improvements, and planned and reactive highways maintenance. By consolidating these interrelated services within a single Lot and appointing one Principal Contractor, STAR Housing will benefit from clear accountability, streamlined contract management, improved programme coordination and a consistent approach to quality, resident engagement and health and safety across its housing portfolio. The framework also recognises the important contribution local businesses make to the regional economy. Suppliers will be encouraged to maximise the use of local labour, apprenticeships, specialist subcontractors and regional supply chains wherever appropriate. This approach supports economic growth within Shropshire, reduces travel and associated carbon emissions, strengthens supply chain resilience and helps develop long-term partnerships with organisations that understand the local communities and housing stock. Overall, the framework balances robust governance and statutory compliance with commercial efficiency, providing STAR Housing with a procurement solution that delivers value for money, supports excellent resident outcomes and creates sustainable opportunities for competent suppliers to work collaboratively in maintaining and improving the quality of its homes. Stage 1: The Major Works & Repairs Framework has been developed to provide STAR Housing (based in Shropshire) with a compliant, flexible and efficient route to procuring a wide range of property maintenance, repair, refurbishment and capital improvement works across its housing stock. The framework has 8 Lots and has been designed to improve outcomes for residents by providing timely access to competent contractors, strengthening contract management, improving quality and consistency, and delivering value for money throughout the life of the framework. It also provides STAR Housing with the flexibility to respond to changing operational priorities while maintaining compliance with the Procurement Act 2023 and ensuring a transparent and auditable procurement process. The Lots include: Lot 1a - Electrical Lot 1b - Mechanical Lot 2- Major Works and Major Voids Lot 3 - Healthy Homes Lot 4 - Drainage Lot 5 - Pest Control Lot 6 - Tree Works Lot 7 - Scaffolding Lot 8 - Waste Management The 4 year framework will be established using a Competitive Flexible Procedure comprising of the following: 1. Condition of Participation (CoP) - completion of a PSQ 2. Invitation to Tender (ITT) - Split 60% Quality, 40% Price 3. Lot Information
Lot 1 - Electrical
This Lot provides a comprehensive range of planned and responsive electrical works across STAR Housing's housing stock. The purpose of the Lot is to ensure that electrical installations remain safe, compliant and fit for purpose through the delivery of high-quality installation, testing, inspection, maintenance and replacement works. The appointed Suppliers will support STAR Housing in maintaining statutory compliance, improving property safety, enhancing energy efficiency and delivering excellent services to residents.

Lot 1b - MechanicalThis Lot provides planned investment and responsive mechanical services across STAR Housing's housing stock. The purpose of the Lot is to maintain reliable, safe and efficient plumbing, heating, hot water and renewable energy systems that provide comfortable homes for residents. The appointed Suppliers will deliver high-quality installations, replacements and associated works while supporting energy efficiency, statutory compliance and excellent customer service.

Lot 2 - Major Works and Major VoidsThis Lot provides a single integrated solution for major planned investment works and major void property refurbishment programmes. The purpose of the Lot is to appoint one Principal Contractor capable of delivering large-scale refurbishment, replacement and improvement works efficiently, safely and consistently across STAR Housing's housing stock. The appointed Supplier will provide coordinated project management, effective resident liaison and high-quality delivery while supporting STAR Housing's long-term Asset Management Strategy. Where instructed by STAR Housing, the Supplier shall engage and coordinate nominated specialist subcontractors in accordance with the Framework Agreement and Preliminaries. The Supplier shall retain responsibility for integrating their activities into the overall programme and, where appointed, discharging its Principal Contractor duties. For clarity, Suppliers may submit tenders for any number of Lots, provided they satisfy the relevant Conditions of Participation. STAR Housing will not award both Lot 2 - Major Works & Major Voids and Lot 3 - Healthy Homes to the same Supplier.

Lot 3 - Healthy HomesThis Lot provides an integrated Healthy Homes service covering internal and external adaptations, specialist equipment, damp, mould and condensation remediation, and commissioned specialist surveys and investigations. The appointed Suppliers will deliver works and services that improve accessibility, property condition, safety and resident wellbeing. STAR Housing will retain routine assessments and initial investigations, commissioning additional specialist expertise where required provides an integrated Healthy Homes service focused on improving the condition, safety, accessibility, energy efficiency and long-term sustainability of STAR Housing's homes. The appointed Suppliers will deliver property improvement works that address the root causes of poor housing conditions, improve resident wellbeing and support STAR Housing's asset management and Healthy Homes strategies. For clarity, Suppliers may submit tenders for any number of Lots, provided they satisfy the relevant Conditions of Participation. STAR Housing will not award both Lot 2 - Major Works & Major Voids and Lot 3 - Healthy Homes to the same Supplier.

Lot 4 - DrainageThis Lot provides planned, responsive and emergency drainage services across STAR Housing's housing stock and associated land. The purpose of the Lot is to ensure that drainage systems remain safe, operational and free from defects through timely inspection, investigation, maintenance and repair. The appointed Suppliers will minimise disruption to residents, respond quickly to emergencies and deliver effective solutions that protect homes and surrounding infrastructure.

Lot 5 - Pest ControlThis Lot provides responsive pest management services to protect residents, properties and the wider housing environment. The purpose of the Lot is to prevent, control and eradicate pest infestations safely, efficiently and in accordance with all relevant legislation and industry standards. The appointed Suppliers will support STAR Housing by providing effective treatment programmes, preventative advice and rapid responses to minimise risks to residents and property.

Lot 6 - Tree WorksThis Lot provides planned, cyclical and emergency arboricultural services across STAR Housing's housing stock and estates. The purpose of the Lot is to maintain trees in a safe and healthy condition while protecting residents, neighbouring properties and the surrounding environment. The appointed Suppliers will deliver professional tree management services that balance public safety, environmental stewardship and compliance with relevant legislation and recognised arboricultural standards.

Lot 7 - ScaffoldingThis Lot provides temporary access solutions to support the safe delivery of repairs, maintenance and improvement works across STAR Housing's housing stock. The purpose of the Lot is to ensure that scaffolding and associated access systems are designed, erected, inspected, maintained and dismantled safely and efficiently, enabling other contractors to undertake works whilst maintaining compliance with all applicable health and safety legislation.

Lot 8 - Waste ManagementThis Lot provides waste collection, transportation, recycling and disposal services arising from repairs, maintenance and investment activities across STAR Housing's housing stock. The purpose of the Lot is to ensure that waste is managed safely, efficiently and in compliance with environmental legislation while maximising opportunities for reuse and recycling. The appointed Suppliers will support STAR Housing's environmental objectives through responsible waste management and the provision of accurate compliance documentation. For clarity, this Lot is divided geographically. Suppliers can bid for Lot 8a - North, Lot 8b - South or Lot 8C - All Areas. Full details are included within the tender documents.
