Summary of the contracting process

Shropshire Towns and Rural Housing Limited (STAR Housing) is seeking suppliers for a framework covering repairs, maintenance, refurbishment and improvement of its housing stock and estates in Shropshire. The eight lots cover electrical and mechanical works; major planned investment and major void refurbishments; healthy homes adaptations and damp, mould and condensation remediation; drainage; pest control; tree services; scaffolding; and waste management. The major works lot requires a principal contractor to coordinate delivery, resident liaison and specialist subcontractors. Healthy Homes includes adaptations, specialist equipment and commissioned surveys. Waste services cover collection, transport, recycling and disposal, with geographic options for north, south or all areas. The framework is intended to give STAR Housing a flexible route to planned, responsive and emergency works while maintaining safe, compliant homes and improving resident outcomes.

The buyer invited offers through a competitive flexible procedure. Suppliers first submit a request to participate and complete a participation questionnaire; those meeting the participation conditions are invited to tender, followed by an interview. The enquiry deadline was 28 October 2026 at 23:59, and the participation deadline was 3 November 2026 at 12:00. The award decision was scheduled by 16 April 2027. The framework is scheduled to run from 7 May 2027 to 6 October 2031, with a maximum extent to 7 October 2031. The stated overall gross value is £31,484,122. Evaluation is 60% quality and 40% price at framework level; the lot descriptions specify technical quality as the award criterion. Suppliers may bid for any number of lots, but one supplier cannot receive both Major Works and Healthy Homes.

The opportunity suits specialist contractors able to work across social housing, with participation conditions intended to reflect each lot’s scale, technical demands and risk. STAR Housing identifies SMEs as suitable across all lots and encourages local labour, apprenticeships, specialist subcontractors and regional supply chains. Electrical and mechanical suppliers need capability in installation, inspection, testing, maintenance and replacement, including heating, hot water and renewable systems. The major works principal contractor needs capacity for large programmes, project coordination, resident engagement, safe delivery and management of nominated specialists. Healthy Homes suppliers need adaptation, remediation and survey expertise. Drainage providers must handle emergency response; pest control suppliers need safe treatment capability; arboricultural and scaffolding contractors must meet recognised safety standards. Waste suppliers need compliant handling and recycling, with accurate documentation. Strong technical, financial and operational capacity and a consistent record of safe, high-quality delivery are central to the framework.

ID624 - Major Works and Repairs Framework

Notice Description

The Major Works & Repairs Framework has been developed to provide STAR Housing with a compliant, flexible and efficient route to procuring a wide range of property maintenance, repair, refurbishment and capital improvement works across its housing stock. Rather than undertaking individual procurement exercises for each requirement, the framework establishes a panel of pre-qualified suppliers who have demonstrated the technical capability, financial standing and operational capacity required to deliver works safely, efficiently and to a consistently high standard. The framework has been designed to improve outcomes for residents by providing timely access to competent contractors, strengthening contract management, improving quality and consistency, and delivering value for money throughout the life of the framework. It also provides STAR Housing with the flexibility to respond to changing operational priorities while maintaining compliance with the Procurement Act 2023 and ensuring a transparent and auditable procurement process. The framework comprises eight Lots covering Electrical, Mechanical, Major Works & Major Voids, Healthy Homes, Drainage, Pest Control, Tree Works, Scaffolding and Waste Management. The specialist Lots have been structured to reflect the scale, complexity and risk associated with each service, with proportionate financial and technical requirements designed to encourage competition and maximise participation from competent local and regional suppliers, including small and medium-sized enterprises (SMEs). Lot 2 - Major Works and Voids provides a comprehensive end-to-end solution for larger and more complex programmes of work, including planned maintenance, capital investment, major void refurbishment, external works, estate improvements and planned and reactive highways maintenance. By appointing one Principal Contractor, STAR Housing aims to achieve clear accountability, streamlined contract management, effective programme coordination and a consistent approach to quality, resident engagement and health and safety. Under Healthy Homes, Lot 3, this provides a dedicated service for internal and external adaptations, specialist equipment, damp, mould and condensation remediation, and additional specialist surveys and investigations where instructed by STAR Housing. The framework also recognises the important contribution local businesses make to the regional economy. Suppliers will be encouraged to maximise the use of local labour, apprenticeships, specialist subcontractors and regional supply chains wherever appropriate. This approach supports economic growth within Shropshire, reduces travel and associated carbon emissions, strengthens supply chain resilience and helps develop long-term partnerships with organisations that understand the local communities and housing stock. Overall, the framework balances robust governance and statutory compliance with commercial efficiency, providing STAR Housing with a procurement solution that delivers value for money, supports excellent resident outcomes and creates sustainable opportunities for competent suppliers to work collaboratively in maintaining and improving the quality of its homes.
