Summary of the contracting process

Mid and South Essex NHS Foundation Trust is planning maintenance and performance services for its district heating networks and low-temperature hot-water dual-fuel boilers at Basildon and Broomfield hospitals, with possible additional work at Southend Hospital. The estate includes energy centres, remote plantrooms, combined heat and power-supported heating networks, boilers, pumps, controls, heat exchangers, thermal stores and hot-water systems. The anticipated scope covers planned and reactive maintenance, round-the-clock emergency call-outs, operational and remote monitoring, alarm management, water treatment, asset and lifecycle planning, energy optimisation and reporting. The contractor may also coordinate specialist subcontractors and combined heat and power maintenance providers. This is heating plant and district energy network operations and maintenance, rather than a general building maintenance requirement.

The process is at planning and the Trust is conducting preliminary market engagement; this is not an invitation to tender. The Trust intends to use supplier input to shape a formal procurement, including the contract duration, delivery model, performance measures, mobilisation and possible performance-based arrangements. Suppliers are invited to register interest for engagement by 9 October 2026. The next notice is expected on 19 October 2026. The planned contract period is 14 January 2027 to 13 January 2030, with a possible extension to 13 January 2032. The published estimated value is £0.01 (gross £0.02), which does not indicate a credible contract budget. The procurement is presented as one lot, with SME suitability marked. Evaluation criteria and a final procurement procedure have not yet been set out.

This engagement is most relevant to maintenance providers with demonstrated experience operating and maintaining large district heating networks, particularly in acute healthcare settings where continuity and resilience are important. Suppliers with capability across combined heat and power systems and energy centres, building management systems and controls, boilers, pumps, closed heating systems and water treatment are well matched to the anticipated scope. The Trust is also seeking insight into remote monitoring, digital maintenance management, asset management, energy performance optimisation and lifecycle replacement forecasting. Providers able to deliver planned maintenance alongside reactive work and emergency response, report on performance and coordinate specialist subcontractors could inform the emerging service model. The Trust is exploring market appetite, innovation and delivery approaches before competition; suppliers should treat this as preparation and engagement, not as a current bid opportunity. No specific accreditations or capacity thresholds are stated.
