Summary of the contracting process

Stroud District Council is seeking a developer partner to redevelop Brimscombe Port, a ten-acre former industrial site in Stroud, Gloucestershire. The scheme is residential-led and mixed-use, and includes reinstating the canal. The Listed Port Mill and salt warehouse form part of the site’s setting. The council is leading delivery with Stroud Valleys Canal Company and Homes England. The requirement combines development and construction work with architectural, engineering and related professional services. It is suited to organisations able to take a development from partnership and planning through to delivery, bringing together the necessary construction and design expertise. The redevelopment is intended to bring the former port site back into use while restoring the canal.

The council invited offers through a competitive flexible, selective procedure, with an initial participation stage followed by dialogue; up to six candidates may progress. Expressions of interest were due by 6 November 2026 at 12:00, and enquiries by 23 October 2026 at 16:00. The stated contract period runs from 1 July 2027 to 31 July 2032. The estimated value is £50 million excluding VAT (£60 million including VAT). Evaluation weights development outcomes at 35%, deliverability and risk at 27%, social value at 10%, sustainability strategy at 9%, development cost and viability at 8%, strategic partnership structure at 6%, and delivery methodology at 5%. The participation requirements include minimum company turnover and technical conditions; the procurement documents set out further detail. Standard payment terms apply.

This opportunity is aimed at developers able to act as a strategic partner and deliver a substantial, residential-led mixed-use regeneration scheme, including canal reinstatement, on a ten-acre site. Relevant strengths include managing complex development proposals, demonstrating commercial viability and risk control, and presenting a credible delivery programme. Bids are assessed particularly on the quality of development outcomes and the commercial deliverability of the proposals, alongside sustainability, social value and the partnership structure. Construction capability and access to architectural and engineering expertise are relevant to the combined scope. Applicants must meet the stated minimum turnover and technical participation conditions, with the procurement questionnaire providing the detailed thresholds and requirements. Organisations able to combine development, delivery and partnership expertise are best placed to compete.
