Summary of the contracting process

The Welsh Government is buying services to manage and coordinate the Quality Mark for Youth Work in Wales, a national award recognising standards in youth work. Strong partnership and coordination skills will be central: the supplier must work across the Welsh youth-work sector to deliver and develop a nationally relevant award. The weighting places substantially more emphasis on the technical quality of the proposal than on price, so bidders should be able to show a credible delivery approach, sector engagement and a clear plan for making the Quality Mark more impactful. SMEs are explicitly considered suitable, making this a potential fit for a specialist organisation as well as a larger provider. The supplier must also be able to manage finances and records in line with EU audit requirements if EU funding is used.
