Summary of the contracting process

The Cabinet Office intends to procure a software-as-a-service learning management system (LMS) for the National School of Government and Public Services’ learning and development offer. The platform will support more than 558,000 users and host learning content developed internally; supplying learning content is outside the requirement. The system needs a learning catalogue with content tagging, booking and administration functions, central controls for managing delivery and a content repository, support to migrate the learning catalogue, and data for feedback, reporting and evaluation. The work also includes implementation and support services. This is a UK-wide requirement for information technology services, covering provision and operation of the platform rather than the creation or supply of training materials.

This is at the planning stage: the Cabinet Office has set out an intention to procure, and there is no invitation to tender yet. It expects to run a competition through the Government Commercial Agency’s RM6219 Learning and Training Dynamic Purchasing System, inviting appointed suppliers that meet its essential requirements. The buyer’s indicative date for the next notice is 1 January 2027. Suppliers interested in competing are encouraged to apply to join the DPS by 30 October 2026, with appointment needed before the competition begins. The procurement is planned as a single lot. Suppliers will also need to register on the buyer’s e-sourcing portal before the competition launches. A 1% levy on payments received under an awarded contract is payable to the agency.

This is likely to suit established learning-platform providers able to deliver a secure, scalable SaaS service for a very large user population, together with implementation and ongoing support. The system must host data in the UK and meet Secure by Design requirements; these are mandatory for all bidders. Relevant experience includes operating learning management systems with catalogue and content-tagging functions, booking and administration tools, central management controls, repository capability, catalogue migration and reporting, feedback and evaluation data. Suppliers must be able to support internally developed learning content rather than relying on supplying their own courses. Participation is restricted to suppliers appointed to the Government Commercial Agency’s Learning and Training DPS who meet the essential requirements, so providers considering this work should prepare for DPS membership and portal registration before the competition.

The procurement will be conducted through the Government Commercial Agency's (GCA) RM6219 Learning and Training Dynamic Purchasing System (DPS). Please see link to the Framework Agreement - https://www.gca.gov.uk/agreements/RM6219 Only appointed suppliers on the Learning and Training DPS who meet our essential requirements, will be invited to bid for this procurement. We encourage interested suppliers to complete their application to join the RM6219 Learning and Training DPS by 30th October 2026 at the latest, with the aim of being appointed onto the DPS in time for us to start our call off procurement. We will not be able to invite suppliers to bid that are not appointed by the time we start the procurement, so we urge you to apply as soon as possible. The procurement process will be run on our own procurement portal: e-Sourcing - https://crowncommercialservice.bravosolution.co.uk/web/login.html. Suppliers must also be registered here with details that match their DPS application. Any suppliers that are not registered on this platform by the time we launch our competition will not be included in the competition. Note that there will be a 1% levy payable by suppliers to GCA on the payment amounts received from awarded contracts, so suppliers are encouraged to factor this in. A levy is standard across GCA agreements. It funds GCA operating costs and enables the benefits that the commercial agreements provide.
