Summary of the contracting process

Arc Property Services Partnership Limited intends to procure mechanical repairs, servicing and maintenance for mechanical systems across its property portfolio and projects, on behalf of its customers, including Nottinghamshire County Council. The work covers mechanical, plumbing and drainage works, together with related repairs, servicing and maintenance. The contract may also be used for construction or refurbishment projects involving mechanical installation or replacement. The premises are primarily in Nottinghamshire, Derbyshire, Leicestershire and South Yorkshire. This is a single-supplier service contract for public-sector buildings and infrastructure, covering the ongoing operation, compliance and maintenance of the mechanical systems.

The procurement is at planning stage: the buyer is gathering voluntary market feedback before starting a formal competition. It expects to use the Competitive Flexible Procedure, with a selection stage followed by an invitation to tender; the structure may change after engagement and internal approvals. The buyer expects the contract to start in April 2027, run initially for two years, and include options for two further two-year extensions, to a maximum six-year term. The estimated value is £5 million including VAT. The buyer is seeking feedback on contract structure and service delivery, 24/7 emergency support, pricing, KPIs, standards and accreditations, supply-chain resilience, engineer availability and barriers to SME participation. Engagement may include questionnaire responses, written feedback and one-to-one discussions; the buyer expects to communicate details separately. The next notice is anticipated by 19 October 2026.

The buyer particularly welcomes input from SMEs, suppliers in the East Midlands Combined County Authority area, and specialist mechanical contractors experienced in public-sector environments. Suppliers with the capacity to maintain mechanical systems across multiple public-sector premises, provide emergency support around the clock, and undertake installation or replacement work on construction and refurbishment projects are relevant. The buyer is consulting on the standards, accreditations and third-party certifications appropriate for mechanical repairs, servicing and maintenance, and is considering GasSafe accreditation, relevant health and safety accreditation such as CHAS or equivalent SSIP certification, appropriate insurance levels, and enhanced DBS clearance for site personnel where required. It is also considering commitments on the Real Living Wage, social value and carbon reduction. These requirements and the eventual participation and award criteria remain under development; engagement will not count towards future evaluation or give suppliers an advantage.
