Summary of the contracting process

Tees Valley Combined Authority is buying business support services for organisations and entrepreneurs across the Tees Valley. The framework is divided into seven specialist areas: support for the wider local economy; advanced manufacturing and industrial technologies; digital and technology businesses; creative and cultural industries; games; women founders; and access to specialist experts and mentors. Support ranges from starting and growing businesses to improving resilience and productivity, developing and commercialising products or intellectual property, reaching markets and investment, and tackling barriers to growth. The work is delivered in the Tees Valley. Each area is intended to provide focused support to the relevant businesses, organisations or founders; the experts and mentors area provides flexible access to experienced practitioners, coaches, consultants and technical specialists.

The buyer invited offers through a competitive flexible procedure for a closed framework, with one supplier appointed to each of the seven lots and call-offs made without reopening competition. The process includes compliance and financial and technical capability checks, followed by quality and price assessment, presentations and verification of the highest-scoring bidder. The contract is expected to run from January 2027 to January 2029, with two optional 12-month extensions. The overall estimated value is £12 million excluding VAT (£14.4 million including VAT); individual lot values range from £600,000 to £3.5 million excluding VAT. Enquiries were due by 23 October 2026 at 17:00, and tenders by 30 October 2026 at 15:00. The planned award decision date is 9 December 2026. Assessment weights quality at 60%, price at 20% and social value at 20%.

This opportunity suits business-support providers with experience relevant to one or more of the specialist areas, including local services, retail, hospitality, construction, logistics and professional services; manufacturing, engineering, clean energy and industrial supply chains; technology; creative and cultural industries; games; support for women entrepreneurs; or specialist mentoring and consultancy. Suppliers should be able to provide practical support that helps businesses start, improve resilience and productivity, commercialise ideas, access markets or investment, and deliver agreed plans and milestones. Small and medium-sized businesses and voluntary, community and social enterprises are expressly considered suitable. Each lot is for a single supplier, so bidders should be able to deliver the relevant specialist support across the Tees Valley and demonstrate both financial capacity and technical ability. Quality and social value together account for most of the assessment.
