Summary of the contracting process

Sheffield City Council is seeking a secure, web-based service to deliver knowledge tests for applicants to its Hackney Carriage and Private Hire driver licensing process. The platform must administer online tests in a controlled, auditable way, produce consistent results and support fair assessment. The requirement includes a robust test platform, support and maintenance, and assurance that tests are secure and their integrity is protected. Applicants will take the tests using infrastructure supplied by the Council, at Council premises. Council staff will carry out all applicant checks and invigilation. This is a service procurement covering test delivery software and related support, for the Council’s licensing operation in Sheffield.

The Council invited offers through a below-threshold open competition. The procurement reached the tender stage, with the buyer seeking supplier bids. The enquiry deadline was 20 October 2026 at 11:00, and the bid deadline was 3 November 2026 at 16:00. The initial contract period is 5 January 2027 to 4 January 2028, with one optional 12-month extension, potentially extending the end date to 4 February 2029. The estimated value is £20,000 excluding VAT (£24,000 including VAT). The contract is a single lot. Evaluation gives quality a 70% weighting and price 30%.

This requirement may suit small and medium-sized businesses and voluntary, community or social enterprises. It is relevant to suppliers able to provide secure online assessment or test-delivery platforms, particularly those with experience supporting licensing, training or other knowledge-testing processes. Bidders need to offer a dependable system that can operate on the Council’s premises and infrastructure, alongside appropriate technical support and ongoing maintenance. The service must support auditable, controlled testing and protect test integrity so that results are consistent and assessments fair. The Council retains responsibility for applicant checks and invigilation, so suppliers need to focus on the platform and its support rather than providing those on-site processes. Quality carries substantially more evaluation weight than price.
