Summary of the contracting process

Ongo Homes is buying grounds maintenance and estate caretaking for communal land and green spaces across its housing stock. The work includes grass cutting using both Cut & Fly and Cut & Collect methods, maintaining landscaped areas, beds and planters, and keeping communal areas clean, safe, tidy and attractive. Contractors must provide programmed maintenance, monitor performance, record completed work digitally, carry out quality audits, and report defects and opportunities for improvement. The portfolio is divided across North Lincolnshire neighbourhoods and wider designated locations, including Lincolnshire, North East Lincolnshire, South Yorkshire and Nottinghamshire. One lot covers standalone grass cutting at Myos House. This is a grounds maintenance services contract (CPV 77314000).

The buyer invited offers through an open competitive flexible procedure, with a staged process including a procurement questionnaire and invitation to tender. Questions were due by 13 October 2026 at 12:00 BST and bids by 1 November 2026 at 07:00 UTC; the stated award decision deadline was 1 February 2027. The contracts were planned to run from 1 February 2027 to 31 January 2030, with three possible 12-month extensions. The estimated total is £2,175,748.99 excluding VAT (£2,610,898.79 including VAT). There are eight lots: five Cut & Fly area-based lots, one larger Cut & Collect area-based lot, one dual-sites service lot and one standalone gardening lot. Each lot is evaluated equally on price and quality. SMEs and voluntary, community and social enterprises are stated as suitable to compete.

This opportunity suits grounds maintenance contractors able to deliver reliable, programmed work across communal housing grounds and varied geographical areas. Relevant experience and evidence of business quality standards and accreditations are required during the participation stage, alongside completion of a procurement-specific questionnaire. The service demands staff and systems capable of carrying out grass cutting, including Cut & Fly and Cut & Collect, and maintaining landscaped beds and planters to a consistent standard. Suppliers should be equipped to meet health and safety, environmental and safeguarding requirements, provide a customer-focused service, maintain digital completion records, monitor performance and undertake quality audits. The buyer also expects contractors to identify and report defects and potential improvements proactively. The lots create options for firms with local operating coverage, as well as suppliers able to manage delivery across a broader multi-area footprint; smaller suppliers and social enterprises are also identified as suitable.
