Summary of the contracting process

The Northern Ireland Environment Agency is seeking specialist wetland management services using Truxor amphibious machinery, for work on sites it manages and watercourses overseen by the Department for Infrastructure’s Rivers Directorate. The purpose is to improve and manage habitats, including protected nature conservation sites, and support their favourable conservation status. The work covers Northern Ireland. The Environment Agency manages a range of properties through its Regional Operations team, including National Nature Reserves and sites designated for their habitat value. The Rivers Directorate is responsible for watercourses and flood-risk management. The contract is for services involving wetland management and the use of specialist amphibious equipment; suppliers should consult the specification for the detailed work requirements.

The buyer invited tenders through an open procedure. The deadline for questions was 27 October 2026 at 17:00, and tenders were due by 6 November 2026 at 15:00. The stated contract period runs from 3 December 2026 to 2 December 2031. The estimated contract value is £295,000 excluding VAT (£354,000 including VAT); this estimate allows for possible extensions and optional services, but does not guarantee a level of business. There is one lot. Award is based on price (50%), key personnel experience (35%), and contract management and health and safety (15%). An award decision was due by 3 December 2026. Tenders were to be submitted electronically in English.

This opportunity is suited to suppliers with specialist wetland-management capability and access to Truxor amphibious machinery, able to carry out habitat improvement work in Northern Ireland’s wetlands and watercourses. Relevant experience and suitably capable key personnel matter directly, as personnel experience accounts for 35% of the evaluation. Bidders also need to demonstrate credible contract-management and health-and-safety arrangements, which account for a further 15%; price carries half of the score. The five-year service period calls for the capacity to sustain delivery over the contract term and manage work for both nature-conservation sites and watercourse operations. The contract documents say the estimate includes potential optional extensions and services, while the buyer gives no guarantee of the volume of business. No particular accreditation is identified in the published tender information.
