Summary of the contracting process

The UK Health Security Agency procured a ConfigSnapshot migration module and alignment of existing ConfigSnapshot licences. The module is intended to provide a controlled, auditable and repeatable way to migrate system configurations across the MaPS environments, reducing manual work and deployment errors while supporting change governance and reliable operation of business-critical systems. The existing subscriptions cover other ConfigSnapshot modules; the purchase aligns their end date with the new module. This is a software and information-systems procurement (CPV 48000000). The buying organisation is the Secretary of State for Health and Social Care, acting through the UK Health Security Agency. The work supports the Agency’s MaPS environments; no delivery location is identified.

The procurement is complete and the contract was awarded to Rookery Software Limited. The Agency used a direct award below the applicable threshold, without competition. The contract was signed on 28 September 2026 and runs from 5 October 2026 to 6 October 2029. Its value is £62,837 excluding VAT (£75,404 including VAT). The procurement was presented as one lot and covers the migration module together with alignment of existing subscriptions: those subscriptions were due to expire on 17 March 2027, with their end date extended to 31 May 2027. No evaluation criteria are stated. The award is active and the contract is active.

For software suppliers, this award demonstrates UKHSA demand for ConfigSnapshot capability that can migrate system configurations between MaPS environments in a controlled, auditable and repeatable way, alongside managing existing subscriptions so licence periods align. A credible competitor for a future requirement would need to show that its software and implementation approach can reduce manual configuration work and deployment errors, while strengthening change control, release confidence and supportability of business-critical systems. The direct, non-competitive route used here is relevant evidence of how this buyer sourced the requirement, but the award does not establish that a later purchase will use the same route. Rookery Software Limited, a small and medium-sized enterprise, was selected for the contract.
