Summary of the contracting process

Tonbridge & Malling Borough Council is seeking a digital cemetery management software solution for Tonbridge Cemetery, on Shipbourne Road near Tonbridge town centre. The service is intended to manage the cemetery’s records, including historic and current information held in handwritten registers, burial books and paper plans, as well as records already digitised in the existing system. A key part of the requirement is secure migration of those existing records so they remain accessible and preserved. The cemetery covers about 14 hectares and has around 14,000 grave spaces, alongside historic chapel buildings, landscaped grounds and a memorial garden. The procurement is for software and related supply services.

The buyer invited offers through a below-threshold open competition. The deadline for enquiries was 29 October 2026 at 12:00, and the submission deadline was 5 November 2026 at 12:00. The contract period is 1 December 2026 to 31 March 2030. The published estimated value is £0. There is one lot, and evaluation is weighted 70% for quality and 30% for cost. Electronic submission is allowed. The opportunity is marked as suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

This requirement suits suppliers able to provide cemetery-specific or adaptable records-management software and to carry out secure migration of established digital and historical records. Relevant strengths include handling structured cemetery data, preserving the integrity and accessibility of legacy information, and supporting the council’s ongoing management of burial and memorial records. Suppliers should be able to deliver a solution for a substantial cemetery with about 14,000 grave spaces and a long history of paper and electronic record-keeping. The buyer marks the opportunity as suitable for SMEs and voluntary, community and social enterprises, so it is not restricted to large suppliers. The published criteria give quality greater weight than cost.

Notice Description

Tonbridge & Malling Borough Council is out to market for a new digital software solution for managing the records of Tonbridge Cemetery. Located on Shipbourne Road, close to Tonbridge town centre, Tonbridge Cemetery was established in 1858 and has served the local community for more than 160 years. The cemetery includes historic chapel buildings dating from the 1860s, mature, landscaped grounds, and a memorial garden that provides a peaceful setting for the interment and remembrance of cremated remains. Covering approximately 14 hectares (34.6 acres), Tonbridge Cemetery is one of the borough's largest and most historic public open spaces. With around 14,000 grave spaces, the cemetery reflects generations of local history and continues to provide an important place of remembrance for residents and visitors alike. Historically, cemetery records were maintained through handwritten registers, burial books, and paper plans. To improve efficiency and accessibility, a digital cemetery management system was introduced in 2002, enabling records to be digitised and managed electronically. A key requirement of any future system will be the ability to securely migrate all existing records, ensuring the continued preservation and accessibility of both historic and current cemetery data.
