Summary of the contracting process

Milton Keynes City Council is seeking maintenance of fire protection systems and equipment across its Corporate Landlord property portfolio, comprising properties from which the council mainly provides its services. The work covers reactive repairs, quoted work, planned maintenance, best-practice maintenance and statutory compliance, subject to the assets concerned. Equipment and systems include fire detection and alarms, fire suppression, extinguishers, emergency lighting and related alarm systems. The requirement also includes maintenance of electrical building installations associated with the service. This is a services contract for suppliers working in fire safety systems inspection, maintenance and repair, rather than a purchase of equipment alone. The council has responsibility for maintaining these assets and seeks provision that supports its operational and compliance obligations.

The council invited offers through a tender using an open procedure. The deadline for questions was 5 November 2026 at 23:59, and the bid submission deadline was 19 November 2026 at 12:00. The council expected to complete its award decision by 1 April 2027. The estimated contract value is £320,000 excluding VAT (£384,000 including VAT). The contract is due to run from 1 July 2027 to 30 June 2030, with an option for the council to extend it by 12 months, to a maximum end date of 30 June 2031. There is one lot. Evaluation is weighted 55% to quality and 45% to price; the tender documents set out the detailed criteria.

This requirement is suited to suppliers with the capability to maintain a broad range of fire protection assets in buildings used to deliver public services. Relevant experience would include planned and reactive maintenance, repair work, statutory compliance and working across fire detection, alarms, suppression equipment, extinguishers and emergency lighting. The council says it has experience buying similar services and regards the market as mature and competitive, so suppliers should be prepared to compete on both the quality and price of their offer. The portfolio-wide scope is likely to suit businesses able to cover different systems and types of maintenance within a single contract. The tender description does not set out particular accreditations or minimum capacity requirements.
